A meeting of the Board of Internal Economy of the House of Commons was held on Monday, February 11, 2013 at 11:15 a.m., in Room 112-N, Centre Block.

In the Chair: The Honourable Andrew Scheer, Speaker of the House of Commons

Present: The Honourables Peter Van Loan, Gordon O'Connor and Rob Merrifield; Mr. Nathan Cullen; Mrs. Nycole Turmel and Ms. Judy Foote

Secretary to the Board: Audrey O'Brien, Clerk of the House of Commons

Also Present: Mark Watters, Chief Financial Officer; Kevin Vickers, Sergeant-at-Arms; Richard Denis, Deputy Law Clerk and Parliamentary Counsel; Pierre Parent, Chief Human Resources Officer; and Suzanne Verville, Secretariat

Tabling of Minutes

The minutes of the meeting of November 5, 2012 were approved for tabling .

Minutes of Previous Meeting

The minutes of the meeting of November 26, 2012 were adopted.

Security

The Board took note of a letter regarding security and agreed to its content.

Requests for Exceptions

The Board did not approve a request for exception to authorize the reimbursement of an expense incurred in 2011-2012 as a charge to the 2012-2013 Member's Office Budget.

The Board did not approve a request for exception to authorize the reimbursement of travel expense claims for a Member's dependant.

Members' Allowances and Services

Employment and Salary Modernization 

The Board took note of the proposed modernization of employment and salary policies for employees of Members, House Officers and National Caucus Research Offices, and agreed to discuss it further at its next meeting.

Travel Status Expenses Account

Further to its meeting of November 5, 2012, the Board took note of the information regarding the utilization of the Travel Status Expenses Account. The Board requested further information, and agreed to discuss it further at its next meeting.

Administration

The Board approved the proposed Official Signage Guidelines for name plates for Members' and Ministers' Offices in the buildings that undergo renovations as part of the Long Term Vision and Plan (LTVP ).

Travel to Washington, D.C., and to New York City

The Board agreed that a member of a recognized Parliamentary Association may use one of the travel points to travel to New York City to attend meetings with representatives of the United Nations, provided that such activity not be considered an activity of the Association which activities should be funded under the budget allotted to the Association by the Joint Inter-parliamentary Council and may be organized by the Executive Secretary to the Association.
