A meeting of the Board of Internal Economy of the House of Commons was held on Monday, November 26, 2012 at 11:15 a.m., in Room 112-N, Centre Block.

In the Chair: The Honourable Andrew Scheer, Speaker of the House of Commons

Present: The Honourables Peter Van Loan, Gordon O'Connor and Rob Merrifield; Mr. Nathan Cullen; Mrs. Nycole Turmel and Ms. Judy Foote

Tabling of Minutes

The minutes of the meeting of October 15, 2012 were approved for tabling .

Minutes of Previous Meeting

The minutes of the meeting of November 5, 2012 were adopted.

The West Block Rehabilitation Project

The Board was briefed on the West Block Rehabilitation Project . The Board agreed that Public Works and Government Services Canada could make public the design of the future West Block.

Use of Parliamentary Resources

The Board approved the House Administration's recommendations regarding the use made of some funds provided to the former Bloc Québécois leader Gilles Duceppe. Having agreed on the manner in which its decision was to be communicated to Mr. Duceppe and made public, the Board declared the matter closed.

Legal Matters

After discussion, the Board maintained its decision of June 18, 2012 , regarding the payment of legal fees incurred to date and to be incurred by a Member in a complaint subject to the matter being resolved in the Member's favour, at the usual rates calculated at the House rates for legal counsel, subject to those fees being reviewed by the Law Clerk and Parliamentary Counsel.

The Board did not agree to pay legal fees incurred by a Member relating to an investigation made by Elections Canada .

Administration

Second Quarter Financial Status Report for Fiscal Year 2012-2013

The Board took note of the Second Quarter Status Report for fiscal year 2012-2013, as at September 30, 2012.
