A meeting of the Working Group on the Long Term Vision and Plan (LTVP) and the Centre Block Rehabilitation (the Working Group) was held in camera on Friday, May 12, 2023, at 3:00 p.m., in Room 035-B, West Block.

PARKING

Susan Kulba, Director General and Chief Architect, Real Property, presented options for a long-term parking strategy to support efficient operations of Parliament and the Parliament Hill landscaping plan, and answered questions with Michel Patrice, Deputy Clerk, Administration, and Duncan Retson, Associate Assistant Deputy Minister, Science and Parliamentary Infrastructure Branch, Public Services and Procurement Canada.

The Working Group agreed that the preferred option is to maintain, approximately, the same number of parking spaces behind Centre Block that existed prior to the building’s closure.

HOUSE OF COMMONS HERITAGE COLLECTION

Johanna Mizgala, Curator, Curatorial Services; Susan Kulba, Director General and Chief Architect, Real Property; and Jennifer Garrett, Director General, Centre Block Program, presented an outline of existing practices for commissioning artworks for the House of Commons and the approach related to artwork for the Centre Block building project, and answered questions with Michel Patrice, Deputy Clerk, Administration.

The Chair of the Working Group will report the proposed process to the Board for approval at a future meeting.

NUMBER, SIZE, AND LOCATION OF LEADERSHIP SUITES AND STANDARD PARLIAMENTARY OFFICE UNITS (POUS)

Susan Kulba, Director General and Chief Architect, Real Property, presented a proposed approach for determining the number, size and location of leadership suites and POUs for the end state of Centre Block.

The Working Group agreed that

  • The leadership suite locations will be fixed and include at least one dedicated meeting room for each party, similarly to pre-closure practice;
  • The Party Leaders’ suites will have washrooms;
  • The Speaker’s, Prime Minister’s, and Leader of the Opposition’s suites will have showers;
  • All POUs will have two points of entry: one from the reception area and one from the Member’s office;
  • The average area of a POU in Centre Block will be 86 m2, with a surface area varying between 65 m 2 and 110 m 2 to respect the conditions of the historical building; and
  • There will be 33 leadership suites, 2 ministerial suites and 15 standard POUs.

The Chair of the Working Group will report the proposed approach to the Board for approval at a future meeting.
