Friday, February 9th, 2024

A meeting of the Working Group on the Long Term Vision and Plan (LTVP) and the Centre Block Rehabilitation (The Working Group) was held in camera on Friday, February 9th, 2024, at 2:00 p.m., in Room 035-B, West Block.

BLOCK 2 AND CONFEDERATION PROJECT UPDATES

Justin Tsang, Project Director, Science and Parliamentary Infrastructure Branch, presented an update on the Block 2 redevelopment and sought endorsement on Block 2 House of Commons high level core functional requirements, and to investigate a one-phase approach for the rehabilitation of the Confederation Building. He answered questions with Goli Monjazeb, Director, Major Crown Programs, Block 2 Program and Susan Kulba, Director General, Real Property Services.

The Working Group endorsed the proposal and recommends seeking BOIE approval.

CENTRE BLOCK DEPENDENCY PROJECT AND CAMPUS MODERNIZATION

Jennifer Garrett, Assistant Deputy Minister (Acting), and Benoit Dicaire, Chief Information Officer (Acting), provided an update on the Centre Block dependency and supporting campus infrastructure projects, categorized by the House Administration as:

  • Projects required for Centre Block to open and sustain parliamentary operations;
  • Critical campus requirements; and
  • Infrastructure projects that will be delivered over the longer term.

The Working Group supported the Centre Block dependency projects and associated campus infrastructure projects, and agreed that as a next step PSPC would seek required funding and continue to work with parliamentary administrations to prioritize requirements and advance planning to support the re-opening of the Centre Block and broader Parliamentary Campus modernization initiatives.

LTVP UPDATE

Magda Hovjacky, Director General, Science and Parliamentary Infrastructure Branch, and Susan Kulba, presented an overview of the progress made on the update to the Long Term Vision Plan and sought endorsement on the decision-making frameworks for heritage, accommodations, material handling, connectivity, movement, visitor experience, open space, and sustainability.

She answered questions with Susan Kulba, Director General and Executive Architect, Real Property.

The Working Group agreed that the update to the LTVP be recommended to the Board of Internal Economy for approval once part 2 of the LTVP Update is delivered to the Working Group– scheduled for March 1, 2024, and the full updated LTVP report was completed and reviewed by HoC administration.
