A meeting of the Board of Internal Economy of the House of Commons was held on Thursday, May 19, 2022, at 11:02 a.m., in Room 225-A, West Block.

MINUTES OF PREVIOUS MEETING

The minutes of the meeting of May 12, 2022, were approved for tabling.


BUSINESS ARISING FROM PREVIOUS MEETINGS

The Board took note of correspondence distributed since its last meeting.


At 11:03 a.m., the sitting was suspended.

At 11:06 a.m., the sitting resumed in camera.


TRANSLATION BUREAU – RESOURCE UTILIZATION FOR SIMULTANEOUS INTERPRETATION

Lucie Séguin, Chief Executive Officer, Matthew Ball, Vice-President, Services to Parliament and Interpretation Sector, and Justine Bret, Director of Interpretation and Chief Interpreter of the Translation Bureau, appeared before the Board and, along with Michel Patrice, Deputy Clerk, Administration, Stéphan Aubé, Chief Information Officer, Eric Janse, Deputy Clerk, Procedure, and Ian McDonald, Clerk Assistant, Committees and Legislative Services Directorate, answered questions.

Following the previous submission to the Board on the topic of external resources (May 12, 2022), the Board authorized the Administration to make use of external and/or remote interpretation services as an adjunct to the current services provided by the Translation Bureau, with a preference for the use of the Translation Bureau employees and freelancers when they are available, and that this be a pilot project with a duration of up to six months, provided that an interim report on this pilot project be provided by September 2022, that the Translation Bureau be involved in all steps of the implementation plan, and that the systems implemented meet current quality standards.


PAYMENT OF LEGAL FEES OF A MEMBER OF PARLIAMENT

The Board approved the payment of legal fees of a Member of Parliament calculated at the rates approved by the Board for legal counsel and subject to the invoices being reviewed by the Office of the Law Clerk and Parliamentary Counsel.
