The Special Committee on the Canadian Mission in Afghanistan met in a televised session at 6:37 p.m. this day, in Room 237-C, Centre Block, the Chair, Pierre Lemieux, presiding.

 

Members of the Committee present: Claude Bachand, Vivian Barbot, Sylvie Boucher, Hon. Ujjal Dosanjh, Laurie Hawn, Gerald Keddy, Pierre Lemieux, Dave MacKenzie, Deepak Obhrai, Bernard Patry and Hon. Bryon Wilfert.

 

Acting Members present: Harold Albrecht for Deepak Obhrai, Sukh Dhaliwal for Hon. Bob Rae and Alexa McDonough for Dawn Black.

 

In attendance: Library of Parliament: James Cox, Analyst; Robert Dufresne, Analyst; James Lee, Analyst.

 

Witnesses: Embassy of the Islamic Republic of Afghanistan to Canada: H.E. Omar Samad, Ambassador of the Islamic Republic of Afghanistan to Canada.

 
Pursuant to the Order of Reference of April 8, 2008, the Committee resumed its study of Canada's mission in Afghanistan.
 

Ambassador Omar Samad made a statement and answered questions.

 

At 7:48 p.m., the sitting was suspended.

At 7:52 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Proposed Visit Formats, be amended, as follows:

• Under the visit to Washington D.C. add “or any appropriate alternate witnesses proposed in place of those requested and to meet with representatives of appropriate think tanks”;

• Under the visit to Afghanistan add “and the Agency Coordinating Body for Afghan Relief”.

 

It was agreed, — That the Proposed Visit Formats, as amended, be adopted.

 

It was agreed, — That the Special Committee travel to Europe from June 7 to 14, 2008.

 

It was agreed, — That the Special Committee travel to the United States from August 4 to 8, 2008.

 

It was agreed, — That the Special Committee travel to Afghanistan in the fall of 2008.

 

It was agreed, — That the Special Committee present reports to the House of Commons on a quarterly basis; and that such reports be considered by the Subcommittee on Agenda and Procedure before being considered by the Special Committee for adoption and presentation to the House.

 

It was agreed, — That the Special Committee invite Arif Lalani, Canada’s Ambassador to Afghanistan, to appear before the Committee on Wednesday, May 28, 2008.

 

It was agreed, — That the Special Committee invite General Rick Hillier to appear before the Committee on Wednesday, June 18, 2008 and that the meeting be held regardless of whether the House is sitting.

 

It was agreed, — That members submit lists of witnesses for the proposed trip to the Clerk's office by Friday, May 9, 2008.

 

At 8:30 p.m., the Committee adjourned to the call of the Chair.
