The Special Committee on the Canadian Mission in Afghanistan met in camera at 12:03 p.m. this day, in Room 209, West Block, the Chair, Pierre Lemieux, presiding.

 

Members of the Committee present: Claude Bachand, Vivian Barbot, Dawn Black, Sylvie Boucher, Hon. Ujjal Dosanjh, Laurie Hawn, Gerald Keddy, Pierre Lemieux, Dave MacKenzie, Deepak Obhrai, Bernard Patry, Hon. Bob Rae and Hon. Bryon Wilfert.

 

Other Members present: Michael Ignatieff.

 

In attendance: Library of Parliament: James Cox, Analyst; Robert Dufresne, Analyst; James Lee, Analyst.

 

Witnesses: United Nations: Kai Eide, Special Representative for Afghanistan and Head of the. United Nations Assistance Mission in Afghanistan: Tom Gregg, Special Assistant to the Special Representative of the Secretary-General for Afghanistan; Hanne Melfald.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Special Committee invite Kai Eide, Special Representative for Afghanistan and Head of the United Nations Assistance Mission in Afghanistan, to appear before the Committee on Wednesday, April 30, 2008.

 

It was agreed, — That the Special Committee invite the Independent Panel on Canada’s Future Role in Afghanistan to appear before the Committee on Wednesday, May 7, 2008.

 

It was agreed, — That the Special Committee invite Omar Samad, Afghan Ambassador to Canada, and David Mulroney, Deputy Minister, Afghanistan Task Force, to appear before the Committee for one (1) hour each on Wednesday, May 14, 2008.

 

It was agreed, — That the Special Committee invite General Rick Hillier and Graham Fuller to appear before the Committee for one (1) hour each on Wednesday, May 28, 2008.

 

It was agreed, — That the Chair be authorized to instruct the Clerks of the Committee to reschedule the aforementioned witnesses should they not be available on those particular dates.

 

It was agreed, — That the Special Committee hold televised meetings, whenever possible.

 

It was agreed, — That the Special Committee invite the following witnesses:

o Maxime Bernier, Minister of Foreign Affairs;

o Stockwell Day, Minister of Public Security;

o David Emerson, Minister of International Trade;

o Peter Mackay, Minister of National Defence;

o Beverley Oda, Minister of International Cooperation;

o Sarah Chayes;

o Cith Maass;

o Nelofor Pazira;

o David Petrasek; and

o General Ray Henault.

 

It was agreed, — That the Special Committee travel to London, United Kingdom; the Hague, the Netherlands; and Brussels, Belgium this spring; and that the Committee staff be authorized to prepare a draft travel plan subject to approval by the Special Committee.

 

It was agreed, — That the Special Committee travel to Washington DC, and New York City this summer; and that the Committee staff be authorized to prepare a draft travel plan subject to approval by the Special Committee.

 

It was agreed, — That the Special Committee travel to Afghanistan this fall; and that the Committee staff be authorized to prepare a draft travel plan subject to approval by the Special Committee.

 

It was agreed, — That the budget in the amount of $607,391 be the budget for the Special Committee on the Canadian Mission in Afghanistan and, that it be submitted to the Board of Internal Economy for approval as soon as possible.

 

At 12:52 p.m., the sitting was suspended.

At 1:30 p.m., the sitting resumed in public

 
Pursuant to the Order of Reference of April 8, 2008, the Committee commenced its study of Canada's mission in Afghanistan.
 

Kai Eide made a statement and answered questions.

 

At 2:06 p.m., the Committee adjourned to the call of the Chair.
