Meeting No. 62

Thursday, May 31, 2007

The Standing Committee on Environment and Sustainable Development met at 11:09 a.m. this day, in Room 362, East Block, the Vice-Chair, Geoff Regan, presiding.

Members of the Committee present: Mike Allen, Bernard Bigras, Nathan Cullen, Luc Harvey, Marcel Lussier, David J. McGuinty, Hon. Geoff Regan, Maurice Vellacott and Mark Warawa.

Acting Members present: Hon. John Godfrey for Francis Scarpaleggia, Brian Jean for Bob Mills and Pablo Rodriguez for Anthony Rota.

In attendance: Library of Parliament: Sam Banks, Analyst.

Pursuant to the Order of Reference of Wednesday, April 25, 2007, the Committee commenced consideration of Bill C-377, An Act to ensure Canada assumes its responsibilities in preventing dangerous climate change.

On motion of Mark Warawa, it was agreed, — That members of the Committee provide witness suggestions to the Clerk by 5:00 p.m. on Tuesday, June 5, 2007, and that the Subcommittee on Agenda and Procedure meet on Wednesday, June 6, 2007 to discuss the above matter.

On motion of John Godfrey, it was agreed on division, — That the sitting be suspended for 5 minutes.

At 12:11 p.m., the sitting was suspended.

At 12:19 p.m., the sitting resumed.

The Committee proceeded to the consideration of matters related to Committee business.

David J. McGuinty moved, — That as part of the Main Estimates, the Committee invite departmental officials from Environment Canada and Treasury Board Secretariat to appear at committee on Tuesday, June 5, 2007 to discuss the government's climate change spending for 2006-2007 and anticipated spending for 2007-2008.

Debate arose thereon.

Bernard Bigras moved, — That the proposed date of Tuesday, June 5, 2007 be changed to Thursday, June 7, 2007.

Debate arose thereon.

By unanimous consent, it was agreed, — That the amendment of Bernard Bigras be withdrawn, and that the motion of David McGuinty be withdrawn.

By unanimous consent, it was agreed, — That the Committee invite departmental officials from Environment Canada and Treasury Board Secretariat to appear at committee on Thursday, June 7, 2007 to discuss the government's climate change spending for 2006-2007 and anticipated spending for 2007-2008 .

At 12:37 p.m., the Committee adjourned to the call of the Chair.
