The Standing Committee on Environment and Sustainable Development met at 11:07 a.m. this day, in Room 237-C, Centre Block, the Chair, Bob Mills, presiding.

 

Members of the Committee present: Mike Allen, Bernard Bigras, Nathan Cullen, Luc Harvey, Marcel Lussier, David J. McGuinty, Bob Mills, Hon. Geoff Regan, Anthony Rota, Francis Scarpaleggia, Maurice Vellacott and Mark Warawa.

 

Acting Members present: Hon. John Godfrey for Hon. Geoff Regan.

 

In attendance: Library of Parliament: Tim Williams, Analyst; Sam Banks, Analyst.

 

Witnesses: Department of the Environment: Basia Ruta, Assistant Deputy Minister and Chief Financial Officer; Michael Martin, Assistant Deputy Minister, Strategic Policy Branch; Alex Manson, Special Advisor, Climate Change Policy, Strategic Policy Branch.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Second Report from the Subcommittee on Agenda and Procedure which read as follows:

That, on June 12, 2007, the Committee proceeds to the study of the Blue-Green Algae (Cyanobacteria) and their Toxins.

 

Mark Warawa moved, — That the following studies also be included in the Second Report of the Subcommittee on Agenda and Procedure:

That, on June 14, 2007, the Committee proceed to a study on smog / clean air;

That, on June 19, 2007, the Committee proceed to the study of a post G8 debrief on climate change developments; and

That, on June 21, 2007, the Committee provide discretion to the Chair in determining between studies on garbage gasification and clean coal technology.

Debate arose thereon.

 

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 4; NAYS: 7.

 

Geoff Regan moved, — That the following studies also be included in the Second Report of the Subcommittee on Agenda and Procedure:

That, on June 14, 2007, the Committee proceed to the study of a post G8 debrief on climate change developments and Canada's position within the broader international context;

That, on June 19, 2007, the Committee proceed to a study on smog / clean air; and

That, on June 21, 2007, the Committee provide discretion to the Chair in determining between studies on garbage gasification and clean coal technology.

Debate arose thereon.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 10; NAYS: 0.

 

It was agreed, — That the Second Report of the Subcommittee on Agenda and Procedure, as amended, be concurred in.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on May 31, 2007, the Commitee commenced its study of the Government's climate change spending for 2006-2007 and anticipated spending for 2007-2008.
 

Michael Martin made a statement and, with the other witnesses, answered questions.

 

At 1:03 p.m., the Committee adjourned to the call of the Chair.
