MINUTES OF PROCEEDINGS

Meeting No. 5

Tuesday, November 2, 1999

The Standing Committee on Foreign Affairs and International Trade met at 9:38 a.m. this day, in Room 209, West Block, the Chair, Bill Graham, presiding.

Members of the Committee present: Sarkis Assadourian, Jean Augustine, André Bachand, Colleen Beaumier, Maud Debien, Bill Graham, Francine Lalonde, The Hon. Diane Marleau, Deepak Obhrai, Bernard Patry, Svend Robinson, Yves Rocheleau, Bob Speller.

Acting Member present: Sarmite Bulte for Ted McWhinney.

Associate Member present: Eileen Carroll.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Gerald Schmitz, Daniel Dupras, Researcher Officers.

Witnesses: From the Export Development Corporation: A. Ian Gillespie, President and CEO; Gilles Ross, First Vice-President, Legal Services and Secretariat; Eric Siegel, Executive Vice-President, Medium and Long-term Financial Services; Glen Hodgson, Director, Government and International Relations.

The Committee proceeded to examine its future business.

The Chair presented the First Report of the Sub-committee on Agenda and Procedure which is as follows:

It was agreed, --That the Committee undertake an examination of the Report on the Review of the Export Development Act and report to the House prior to the December adjournment.

It was agreed, --That the Committee convene two hearings on the human rights situation in Colombia: a roundtable with NGOs and a meeting with Departmental Officials.

It was agreed, --That the Chair, on behalf of the Committee, write to the Chair of the Standing Committee on Natural Resources and Government Operations suggesting that this Committee consider undertaking an examination of the issue of MOX fuel.

It was agreed, --That the Committee convene a televised hearing on November 16 with Hon. Pierre Pettigrew to discuss the Government response to the Committee's report on the WTO.

It was agreed, --That the Committee consider hearing from the Minister of Foreign Affairs on the subject of circumpolar co-operation following the release of a new Government policy statement on this issue.

It was agreed, --That the Committee meet with the Honourable George Papandreou, Minister of Foreign Affairs of the Hellenic Republic on Tuesday, November 2, 1999.

It was agreed, --That the Committee meet with Mats Karlson, Vice-President of the External Affairs and UN Relations of the World Bank on November 18, 1999.

It was agreed, --That the Committee undertake a study of Canada's foreign policy interests in Eurasia.

It was agreed, --That the Committee consider undertaking a study on trade and economic institutions of global governance prior to the next G-8 Summit.

It was agreed, --That, following the presentation of the Senate Foreign Affairs Committee Report on the future of NATO and peacekeeping, the Committee consider the possibility of an examination of Canada's role in the war in Kosovo.

It was agreed, --That the issue of Canada's humanitarian disaster response to Taiwan be brought up as a possible item of study at a future business meeting of the Sub-Committee on Human Rights and International Development.

It was agreed, --That the item related to Kosovo be amended to insert after the word "peacekeeping", the following: "or during the first week of December, which ever comes first".

It was agreed, --That the First Report of the Sub-Committee on Agenda and Procedure, as amended, be concurred in.

It was agreed, --That the Committee convene a hearing on the Sudan to which the Hon. Lois Wilson be invited to appear.

It was agreed, --That pursuant to Standing Orders 110 and 111, the Committee invite the following Order in Council appointees to appear before it: Leonard M. Good, as President of the Canadian International Development Agency and Hon. Sergio Marchi as Permanent Representative and Ambassador of Canada to the Office of the United Nations and the World Trade Organization.

At 10:05 a.m., pursuant to Standing Order 108(2) and Article 25(3) of the Export Development Act, the Committee commenced its study of the Report on the Review of the Export Development Act.

A. Ian Gillespie made an opening statement and, with the other witnesses, answered questions.

It was agreed, --That representatives of the Export Development Corporation be given a second opportunity to appear before the Committee following the completion of the other public hearings on the issue.

At 11:58 p.m., the Committee adjourned to the call of the Chair.
