Pursuant to Standing Order 108(2), the committee resumed its study of the human rights situation of the Uyghurs.

It was agreed, — That the draft report, as amended, be adopted.

It was agreed, — That the report be entitled: "The Human Rights Situation of the Uyghurs in Xinjiang, China".

It was agreed, — That the Chair, Clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That dissenting or supplementary opinions be in Calibri 12-point font, left aligned, single spacing, and be submitted electronically, in both official languages, to the Clerk of the committee, not later than Wednesday, March 10, 2021 at 4 p.m.

ORDERED, — That the Chair present the report to the House.

It was agreed, — That, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

It was agreed, — That the analysts and the Clerk, in consultation with the Chair, prepare a news release for publication on the Committee's website and for distribution upon presentation of the report to the House.

The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That a proposed budget in the amount of $675, for the briefing of the Subcommittee on International Human Rights on the current situation in the Philippines, be adopted.

It was agreed, — That a proposed budget in the amount of $675, for the briefing of the Subcommittee on International Human Rights on the current situation in Turkey and Northern Syria, be adopted.

It was agreed, — That a proposed budget in the amount of $675, for the briefing of the Subcommittee on International Human Rights on the current situation in Hong Kong, be adopted.

It was agreed, — That a proposed budget in the amount of $675, for the briefing of the Subcommittee on International Human Rights on the current situation in Columbia, be adopted.

It was agreed, — That a proposed budget in the amount of $2650, for the study of the Subcommittee on International Human Rights on the Roles and Responsibilities of the Canadian Ombudsperson for Responsible Enterprise, be adopted.

It was agreed, — That witnesses for segment 3 of the Committee’s study of the vulnerabilities created and exacerbated by the COVID-19 pandemic be sent to the clerk no later than 4:00 p.m. on Wednesday, March 17, 2021.

It was agreed, — That the analysts proceed to the drafting of an interim report for the second segment of the study of the vulnerabilities created and exacerbated by the COVID-19 pandemic.

It was agreed, — That the committee invite Samantha Power to appear at a future meeting of the Committee, in a manner to be determined by the Chair.

At 4:49 p.m., the sitting was suspended.

At 4:55 p.m., the sitting resumed in camera.

Motion

The Committee resumed consideration of the motion of Heather McPherson, — That the committee recognizes that, due to failures by the government to ensure adequate supply of vaccines for Canadians through national manufacturing and international procurement, Canada is the only G7 country accessing vaccines through COVAX, an initiative intended to provide vaccines to high-risk individuals in low and middle-income countries.

The committee further recognizes that this failure by the government to secure domestic supply makes Canadians more vulnerable to dangerous variants and extends the detrimental global economic impacts of COVID-19 by delaying vaccinations to high-risk people in poor countries.

Finally, that the committee report this motion to the House.

Amendment

The Committee resumed consideration of the amendment of Ruby Sahota, — That the motion be amended by replacing the words “failures by the government to ensure adequate” with the words “global circumstances, the government has faced delays in the” and deleting the words “Finally, that the committee report this motion to the House”.

The debate continued.

At 5:35 p.m., the committee adjourned to the call of the Chair.
