Pursuant to Standing Orders 110 and 111, the Committee resumed consideration of the Order in Council appointments of the Chair and Federal Members of the Independent Advisory Board for Senate Appointments, referred to the Committee on Friday, January 29, 2016.

Huguette Labelle made a statement and answered questions.

A point of order was raised as to the procedural admissibility of certain questions put to the witness.

The Chair ruled that, pursuant to Standing Order 111(2), the Committee is to examine the qualifications and competence of the appointee to perform the duties of the post to which he or she has been nominated.

The Committee resumed consideration of the Order in Council Appointment of the Chair and Federal Members of the Independent Advisory Board for Senate Appointments. Questioning of the witness resumed.

Motion

Blake Richards moved, — That the Committee invite the Minister of Democratic Institutions to appear before it to respond to questions concerning the Independent Advisory Board for Senate Appointments.

The Committee resumed consideration of the Order in Council Appointment of the Chair and Federal Members of the Independent Advisory Board for Senate Appointments. Questioning of the witness resumed.

Motion

Arnold Chan moved, — That the proposed Chair of the Independent Advisory Board for Senate Appointments, being Huguette Labelle, is deemed qualified and competent to perform the duties to which she is being appointed.

At 12:11 p.m., the sitting was suspended.

At 12:20 p.m., the sitting resumed.

The Committee resumed consideration of the motion of Blake Richards, — That the Committee invite the Minister of Democratic Institutions to appear before it to respond to questions concerning the Independent Advisory Board for Senate Appointments.

Debate arose thereon.

Amendment

David de Burgh Graham moved, — That the motion be amended by adding after the word “Appointments” the following: “, subject to the availability of the Minister”.

It was agreed, — That the Committee extend its meeting for five (5) minutes beyond its ordinary time of adjournment.

The Committee resumed consideration of the amendment of David de Burgh Graham, — That the motion be amended by adding after the word “Appointments” the following: “subject to the availability of the Minister”.

It was agreed, — That the Committee extend its meeting an additional five (5) minutes.

The Committee resumed consideration of the amendment of David de Burgh Graham, — That the motion be amended by adding after the word “Appointments” the following: “subject to the availability of the Minister”.

The question was put on the amendment of David de Burgh Graham and it was agreed to, by a show of hands: YEAS: 6; NAYS: 3.

The question was put on the motion, as amended, and it was agreed to on the following recorded division:

That the Committee invite the Minister of Democratic Institutions to appear before it to respond to questions concerning the Independent Advisory Board for Senate Appointments, subject to the availability of the Minister.

At 1:18 p.m., the Committee adjourned to the call of the Chair.
