Pursuant to Standing Order 106(2), the Clerk of the Committee presided over the election of a Vice-Chair.

On motion of Dan Albas, it was agreed, — That Hon. Pierre Poilievre be elected First Vice-Chair of the Committee.

The Committee proceeded to the consideration of matters related to Committee business.

Motion

By unanimous consent, Greg Fergus moved, — That during the week of September 25 to 29, 2017,

the Committee hold two (2) meetings to hear from witnesses on the tax fairness measures proposed by the Minister of Finance on July 18, 2017;

the Committee invite the Honourable Bill Morneau, Minister of Finance, to appear during a third meeting on the study; and

that the lists of proposed witnesses be submitted to the Clerk no later than Thursday, September 21, 2017 at 4 p.m.

It was agreed, — That the motion be amended by adding after the words “July 18, 2017” the following: “and that these meetings last three (3) hours, with 6 witnesses for each 1.5 hour panel;”.

Amendment

Dan Albas moved, — That the motion be amended by adding after the words “4 p.m.” the following: “and that the list of proposed witnesses be split into 50% government party witnesses and 50% witnesses from the opposition parties”.

The question was put on the amendment of Dan Albas and it was negatived on the following recorded division:

YEAS: Dan Albas, Pierre-Luc Dusseault, Tom Kmiec, Pierre Poilievre — 4;

NAYS: Greg Fergus, Raj Grewal, Michael V. McLeod, Jennifer O'Connell, Francesco Sorbara — 5.

It was agreed, — That the motion be amended by adding after the words “on the study” the following: “and that the testimony from the Minister of Finance be excluded from the testimony from the other witnesses, which will be sent to the Minister's attention as part of the Department of Finance's consultations;”.

It was agreed, — That the motion be amended by adding after the words “Department of Finance's consultations” the following: “that the Committee accept written submissions on the public website until Friday, September 29, 2017 at midnight Eastern Standard Time and that these submissions be sent to the Minister of Finance in the language they are received, as part of the Department of Finance’s consultations.”.

The question was put on the motion, as amended, and it was agreed to on the following recorded division:

The motion, as amended, read as follows:

That during the week of September 25 to 29, 2017,

the Committee hold two (2) meetings to hear from witnesses on the tax fairness measures proposed by the Minister of Finance on July 18, 2017 and that these meetings last three (3) hours, with 6 witnesses for each 1.5 hour panel;

the Committee invite the Honourable Bill Morneau, Minister of Finance, to appear during a third meeting on the study;

that the lists of proposed witnesses be submitted to the Clerk no later than Thursday, September 21, 2017 at 4 p.m. and that the testimony from the Minister of Finance be excluded from the testimony from the other witnesses, which will be sent to the Minister's attention as part of the Department of Finance's consultations;

that the Committee accept written submission on its public website until Friday, September 29, 2017 at midnight EST and that these submissions be sent to the Minister of Finance in the language they are received, as part of the Department of Finance’s consultations.

Pursuant to Standing Order 83.1, the Committee commenced its pre-budget consultations in advance of the 2018 budget.

At 4:50 p.m., the sitting was suspended.
