Pursuant to Standing Order 106(4), the Committee commenced consideration of the request by four members of the Committee to undertake a study of the ongoing softwood lumber negotiations between Canada and the United States.

The Committee observed a moment of silence in memory of the Honorable Mauril Bélanger, P.C., M.P.

It was agreed, — That the Committee immediately hold a briefing session with officials from Global Affairs Canada regarding the ongoing softwood lumber negotiations between Canada and the United States.

At 10:04 a.m., the sitting was suspended.

At 10:06 a.m., the sitting resumed.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, August 18, 2016, the Committee procceeded to a briefing session on the ongoing softwood lumber negotiations between Canada and the United States.

Martin Moen made a statement and, with Robert Brookfield, answered questions.

Motion

Todd Doherty moved, — That the Committee recommend to the Minister of International Trade that a roundtable (to consist of the Minister of International Trade, officials from each province and industry representatives) be struck prior to Wednesday, August 31, 2016, for the development of a national position on a new Softwood Lumber Agreement to ensure the highest opportunity for a balanced agreement to protect Canadian jobs.

Debate arose thereon.

After debate, the question was put on the motion and it was negatived on the following recorded division:

YEAS: Todd Doherty, Randy Hoback, Guy Lauzon, Tracey Ramsey — 4;

NAYS: Chandra Arya, Peter Fonseca, Linda Lapointe, Steven MacKinnon, Kyle Peterson — 5.

Questioning of the witnesses resumed.

At 10:59 a.m., the Committee adjourned to the call of the Chair.
