The Standing Committee on Official Languages met in a televised session at 3:30 p.m. this day, in Room 253-D, Centre Block, the Chair, the Hon. Michael D. Chong, presiding.

 

Members of the Committee present: Corneliu Chisu, Hon. Michael D. Chong, Joe Daniel, Anne-Marie Day, Jacques Gourde, Claude Gravelle, Chungsen Leung, Jamie Nicholls, Lise St-Denis and John Williamson.

 

In attendance: Library of Parliament: Chloé Forget, Analyst.

 

Witnesses: Office of the Commissioner of Official Languages: Mary Donaghy, Assistant Commissioner, Policy and Communications Branch; Graham Fraser, Commissioner of Official Languages; Colette M. Lagacé, Director, Finance and Procurement; Ghislaine Saikaley, Assistant Commissioner, Compliance Assurance Branch; Mario Séguin, Acting Assistant Commissioner, Corporate Management Branch; Johane Tremblay, Director and General Counsel.

 
Pursuant to Standing Order 108(3)(f), the Committee commenced consideration of the 2014-2015 Annual Report of the Commissioner of Official Languages, referred to the Committee on Thursday, May 7, 2015.
 

Jamie Nicholls gave notice of the following motion:

That the Committee begin, before the House rises for the summer, a study to determine whether CBC/Radio-Canada has the financial, human and real property resources to adequately meet its obligations under the Official Languages Act and specific aspects of the Broadcasting Act; that it place special emphasis on official language minority communities, and that the study’s meetings be televised.

 

Graham Fraser made a statement and answered questions.

 

At 4:32 p.m., the sitting was suspended.

At 4:40 p.m., the sitting resumed.

 
Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2015-16: Vote 1 under OFFICE OF THE COMMISSIONER OF OFFICIAL LANGUAGES, referred to the Committee on Tuesday, February 24, 2015.
 

The Chair called Vote 1 under OFFICE OF THE COMMISSIONER OF OFFICIAL LANGUAGES.

 

Graham Fraser made a statement and, with Colette M. Lagacé, answered questions.

 

Vote 1 under OFFICE OF THE COMMISSIONER OF OFFICIAL LANGUAGES carried.

 

ORDERED, — That the Chair report Vote 1, less the amount voted in Interim Supply, under OFFICE OF THE COMMISSIONER OF OFFICIAL LANGUAGES to the House.

 

At 5:13 p.m., the sitting was suspended.

At 5:19 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Jacques Gourde moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was negatived on the following recorded division:YEAS: Jacques Gourde, Chungsen Leung, John Williamson — 3; NAYS: Corneliu Chisu, Joe Daniel, Anne-Marie Day, Claude Gravelle, Jamie Nicholls, Lise St-Denis — 6.

 

Joe Daniel moved, — That the Committee do now adjourn.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Corneliu Chisu, Joe Daniel, Jacques Gourde, Chungsen Leung, John Williamson — 5; NAYS: Anne-Marie Day, Claude Gravelle, Jamie Nicholls, Lise St-Denis — 4.

 

At 5:24 p.m., the Committee adjourned to the call of the Chair.
