The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met at 8:45 a.m. this day, in Room 228, La Promenade Building, the Chair, Phil McColeman, presiding.

 

Members of the Committee present: Scott Armstrong, Tarik Brahmi, Brad Butt, Rodger Cuzner, Sadia Groguhé, Larry Maguire, Colin Mayes, Phil McColeman and Cathy McLeod.

 

Acting Members present: Hon. Mark Eyking for Rodger Cuzner and Randall Garrison for Jinny Jogindera Sims.

 

In attendance: Library of Parliament: Isabelle Lafontaine-Émond, Analyst; Édison Roy-César, Analyst.

 

Witnesses: Department of Employment and Social Development: Ian Shugart, Deputy Minister; Frank Vermaeten, Assistant Deputy Minister, Skills and Employment Branch; John Atherton, Director General, Employment Programs and Partnerships. National Association of Career Colleges: Serge Buy, Chief Executive Officer. British Columbia Construction Association: Manley McLachlan, President; Paul Mitchell, Special Projects Manager, Skilled Trades Employment Program.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, April 29, 2014, the Committee resumed its study of the renewal of the Labour Market Development Agreements (LMDA).
 

Ian Shugart and Frank Vermaetan made statements and, with John Atherton, answered questions.

 

Rodger Cuzner moved, — The Committee request that the Department of Employment and Social Development provide an analysis of what it has done or plans on doing to improve Labour Market Information to ensure accurate and relevant information as well as specifically explain what recommendations have not been implemented and why from the 2009 Labour Market Information Panel chaired by Don Drummond.

 

The Chair ruled the proposed motion inadmissible as proper notice was not given to members of the Committee as provided in the motion adopted by the Committee.

 

At 9:48 a.m., the sitting was suspended.

At 9:52 a.m., the sitting resumed.

 

Serge Buy, Manley McLachlan and Paul Mitchell made statements and answered questions.

 

At 10:32 a.m., the sitting was suspended.

At 10:34 a.m., the sitting resumed in camera.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, November 7, 2013, the Committee resumed its study of opportunities for aboriginal persons in the workforce.
 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the report be entitled: "Opportunities for Aboriginal Persons in the Workforce".

 

It was agreed, — That the Chair, Clerk and analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That the Chair present the report to the House.

 

It was agreed, — That the Committee append to its report dissenting and/or supplementary opinions provided that they are no more than 10 pages in length and be submitted electronically, in both official languages, to the Clerk of the Committee, no later than 4:00 p.m. on Friday, May 16, 2014.

 

At 10:41 a.m., the Committee adjourned to the call of the Chair.
