The Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities met in a televised session at 8:46 a.m. this day, in Room 237-C, Centre Block, the Chair, Phil McColeman, presiding.

 

Members of the Committee present: Scott Armstrong, Tarik Brahmi, Brad Butt, Rodger Cuzner, Sadia Groguhé, Larry Maguire, Colin Mayes, Phil McColeman, Cathy McLeod and Jinny Jogindera Sims.

 

In attendance: Library of Parliament: Isabelle Lafontaine-Émond, Analyst; Édison Roy-César, Analyst.

 

Appearing: Hon. Jason Kenney, Minister of Employment and Social Development; Hon. Candice Bergen, Minister of State (Social Development).

 

Witnesses: Department of Employment and Social Development: Alain P. Séguin, Chief Financial Officer; Ian Shugart, Deputy Minister; Frank Vermaetan, Assistant Deputy Minister, Skills and Employment Branch. Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2014-2015: Vote 1 under CANADA INDUSTRIAL RELATIONS BOARD, Vote 1 under CANADA MORTGAGE AND HOUSING CORPORATION, Vote 1 under CANADIAN CENTRE FOR OCCUPATIONAL HEALTH AND SAFETY and Votes 1 and 5 under EMPLOYMENT AND SOCIAL DEVELOPMENT, referred to the Committee on Thursday, February 27, 2014.
 

The Ministers made statements and answered questions.

 

At 9:45 a.m., the sitting was suspended.

At 9:51 a.m., the sitting resumed.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, April 29, 2014, the Committee commenced its study of the renewal of the Labour Market Development Agreements (LMDA).
 

Minister Kenney made a statement and, with Frank Vermaetan and Ian Shugart, answered questions.

 

At 10:37 a.m., the sitting was suspended.

At 10:40 a.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Scott Armstrong moved, — That the Committee proceed to sit in camera.

 

It was agreed, — That the Committee proceed to sit in camera.

At 10:41 a.m., the sitting resumed in camera.

 

It was agreed, — That the Committee undertake a study, as suggested by the Standing Committee on Finance in their motion adopted on Tuesday, April 29, 2014, of the subject matter of clauses 242 to 251, 371 to 374, and 483 to 486 of Bill C-31, An Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures; that the Committee hold a meeting on this study on Thursday, May 8, 2014; that officials appear for one hour and witnesses for the other; and that the deadline for the submission of witnesses be Friday, May 2, 2014.

 

At 10:44 a.m., the Committee adjourned to the call of the Chair.
