The Standing Committee on Access to Information, Privacy and Ethics met in a televised session at 11:00 a.m. this day, in Room 237-C, Centre Block, the Chair, Pat Martin, presiding.

 

Members of the Committee present: Paul Calandra, Patricia Davidson, Jacques Gourde, Pat Martin, Tilly O'Neill Gordon and Mathieu Ravignat.

 

Acting Members present: Charlie Angus for Charmaine Borg, John Carmichael for Bob Zimmer, Colin Carrie for Hon. Laurie Hawn, Hon. Irwin Cotler for Scott Andrews, Joan Crockatt for Hon. Laurie Hawn and Scott Simms for Scott Andrews.

 

Other Members present: Murray Rankin.

 

In attendance: Library of Parliament: Dara Lithwick, Analyst; Maxime-Olivier Thibodeau, Analyst.

 

Witnesses: As an individual: Daniel Therrien, Nominee for the position of Privacy Commissioner of Canada. Canadian Identity Theft Support Centre: James Dorey, Executive Director. Samuelson-Glushko Canadian Internet Policy and Public Interest Clinic: Tamir Israel, Staff Lawyer. Canadian Identity Theft Support Centre: Kevin Scott, President.

 
Pursuant to Standing Order 111.1(1), the Committee commenced consideration of the certificate of nomination of Daniel Therrien to the position of Privacy Commissioner, referred to the Committee on Wednesday, May 28, 2014.
 

Daniel Therrien made a statement and answered questions.

 

Paul Calandra moved, — That, pursuant to the Order of Reference of May 28, 2014 and Standing Order 111.1(1), the Committee report back to the House that it has considered the proposed appointment of Daniel Therrien as Privacy Commissioner of Canada and recommends that he be confirmed by the House of Commons of Canada’s next Privacy Commissioner.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 2.

Pursuant to Standing Order 108(3)(h) and the motion adopted by the Committee on Thursday, November 7, 2013, the Committee resumed its study of the growing problem of identity theft and its economic impact.
 

Tamir Israel and James Dorey with Kevin Scott made statements and answered questions.

 

At 12:31 p.m., by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit through bells.

 

At 12:45 p.m., the Committee adjourned to the call of the Chair.
