The Standing Committee on Access to Information, Privacy and Ethics met at 11:04 a.m. this day, in Room 237-C, Centre Block, the Chair, Pat Martin, presiding.

 

Members of the Committee present: Scott Andrews, Paul Calandra, Patricia Davidson, Pat Martin, Tilly O'Neill Gordon and Mathieu Ravignat.

 

Acting Members present: David Anderson for Bob Zimmer, Blaine Calkins for Hon. Laurie Hawn, Pierre Jacob for Charmaine Borg and Lawrence Toet for Jacques Gourde.

 

In attendance: Library of Parliament: Dara Lithwick, Analyst; Maxime-Olivier Thibodeau, Analyst.

 

Witnesses: Canadian Imperial Bank of Commerce: Philip Fisher, Senior Director, eChannels Risk Management, Integrated Business Control Services. Scotiabank: Jennifer Frook, Director, Shared Services, Fraud Management Office. TD Bank Financial Group: Paul Milkman, Senior Vice-President, Head of Technology Risk Management and Information Security. BMO Financial Group: Ed Rosenberg, Vice-President and Chief Security Officer, Legal, Corporate and Compliance Group . RBC: Jay Stark, Vice-President, Internal Audit Services, Personal and Commercial Banking.

 
Pursuant to Standing Order 108(3)(h) and the motion adopted by the Committee on Thursday, November 7, 2013, the Committee resumed its study of the growing problem of identity theft and its economic impact.
 

Mathieu Ravignat gave notice of the following motion:

That, pursuant to Standing Order 111.1(1), and subject to the order of reference of May 28, 2014, the Committee undertake a study of no fewer than 4 meetings to examine all matters regarding the proposed appointment of Daniel Therrien as Privacy Commissioner of Canada, that the Committee invite Daniel Therrien to appear, and that the Committee report its findings and recommendations to the House;

That the Committee invite the former Privacy Commissioner of Canada, Jennifer Stoddart, and the Interim Privacy Commissioner of Canada, Chantal Bernier, to assist the Committee in its study of the proposed appointment of Daniel Therrien as Privacy Commissioner of Canada; and

That, the Committee invite legal and constitutional experts, and other experts in the protection of privacy, to provide testimony regarding the proposed appointment of Daniel Therrien as Privacy Commissioner of Canada

 

The witnesses made statements and answered questions.

 

At 11:48 a.m., by unanimous consent and pursuant to Standing Order 115(5), it was agreed that the Committee continue to sit through bells.

 

At 12:03 p.m., the sitting was suspended.

At 12:35 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That Daniel Therrien be invited to appear before the Committee in the first hour Tuesday, June 3, 2014 and that the Chair and Clerk re-arrange witnesses currently scheduled on Tuesday to accommodate this appearance.

 

It was agreed, — That the Committee do now adjourn.

 

At 12:44 p.m., the Committee adjourned to the call of the Chair.
