The Standing Committee on Access to Information, Privacy and Ethics met in a televised session at 11:01 a.m. this day, in Room 253-D, Centre Block, the Chair, Pat Martin, presiding.

 

Members of the Committee present: Scott Andrews, Charmaine Borg, Paul Calandra, Patricia Davidson, Jacques Gourde, Hon. Laurie Hawn, Pat Martin, Tilly O'Neill Gordon, Mathieu Ravignat and Bob Zimmer.

 

In attendance: Library of Parliament: Dara Lithwick, Analyst; Maxime-Olivier Thibodeau, Analyst.

 

Witnesses: Office of the Privacy Commissioner of Canada: Chantal Bernier, Interim Privacy Commissioner; Maureen Munhall, Director, Human Ressources Services; Daniel Nadeau, Director General and Chief Financial Officer. Office of the Commissioner of Lobbying: Karen E. Shepherd, Commissioner of Lobbying; René Leblanc, Deputy Commissioner and Chief Financial Officer. Office of the Conflict of Interest and Ethics Commissioner: Mary Dawson, Conflict of Interest and Ethics Commissioner; Denise Benoit, Director, Corporate Management. Office of the Information Commissioner of Canada: Emily McCarthy, Assistant Commissioner, Complaints Resolution and Compliance; Layla Michaud, Director General, Corporate Services Branch.

 
Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2014-15: Vote 1 under OFFICE OF THE COMMISSIONER OF LOBBYING, Vote 1 under OFFICE OF THE CONFLICT OF INTEREST AND ETHICS COMMISSIONER, Votes 1 and 5 under OFFICES OF THE INFORMATION AND PRIVACY COMMISSIONERS OF CANADA and Vote 1 under SENATE ETHICS OFFICER, referred to the Committee on Thursday, February 27, 2014.
 

The Chair called Vote 1 under OFFICE OF THE COMMISSIONER OF LOBBYING and Vote 5 under OFFICES OF THE INFORMATION AND PRIVACY COMMISSIONERS OF CANADA.

 

Chantal Bernier and Karen E. Shepherd made statements and, with Maureen Munhall, Daniel Nadeau and René Leblanc, answered questions.

 

At 11:49 a.m., the sitting was suspended.

At 11:53 a.m., the sitting resumed.

 

The Chair calls Vote 1 under OFFICE OF THE CONFLICT OF INTEREST AND ETHICS COMMISSIONER and Vote 1 under OFFICES OF THE INFORMATION AND PRIVACY COMMISSIONERS OF CANADA.

 

Mary Dawson and Emily McCarthy made statements and, with Denise Benoît and Layla Michaud, answered questions.

 

Vote 1 under OFFICE OF THE COMMISSIONER OF LOBBYING, Vote 1 under OFFICE OF THE CONFLICT OF INTEREST AND ETHICS COMMISSIONER, Votes 1 and 5 under OFFICES OF THE INFORMATION AND PRIVACY COMMISSIONERS OF CANADA and Vote 1 under SENATE ETHICS OFFICER carried on division.

 

ORDERED, — That the Chair report Vote 1 under OFFICE OF THE COMMISSIONER OF LOBBYING, Vote 1 under OFFICE OF THE CONFLICT OF INTEREST AND ETHICS COMMISSIONER, Votes 1 and 5 under OFFICES OF THE INFORMATION AND PRIVACY COMMISSIONERS OF CANADA and Vote 1 under SENATE ETHICS OFFICER, less the amounts voted in Interim Supply, to the House.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Scott Andrews moved, — That the Committee undertake a study of at least four meetings on the transfer of personal customer and subscriber information from Canadian telecommunications providers to the Canadian government, as disclosed by the Office of the Privacy Commissioner of Canada, and that the Committee report its findings and recommendations to the House of Commons.

Debate arose thereon.

 

It was agreed, — That the debate be now adjourned.

 

At 12:55 p.m., the Committee adjourned to the call of the Chair.
