The Standing Committee on Public Safety and National Security met at 3:31 p.m. this day, in Room 306, La Promenade Building, the Chair, Kevin Sorenson, presiding.


Members of the Committee present: Candice Bergen, Rosane Doré Lefebvre, Randall Garrison, Hon. Laurie Hawn, Russ Hiebert, Ryan Leef, Rick Norlock, LaVar Payne, John Rafferty, Jean Rousseau, Francis Scarpaleggia and Kevin Sorenson.


In attendance: Library of Parliament: Tanya Dupuis, Analyst; Dominique Valiquet, Analyst.


Witnesses: Mounted Police Professional Association of Canada: Patrick Mehain, President, British Columbia; Rob Creasser, Media Liaison, British Columbia. Government of Yukon: Thomas Ullyett, Assistant Deputy Minister, Legal Services. Quebec Mounted Police Members' Association: Gaétan Delisle, President; André Girard, Treasurer; James Duggan, Legal Advisor. Canadian Police Association: Tom Stamatakis, President. Canadian Association of Police Boards: Alok Mukherjee, President.

Pursuant to the Order of Reference of Wednesday, September 19, 2012, the Committee resumed consideration of Bill C-42, An Act to amend the Royal Canadian Mounted Police Act and to make related and consequential amendments to other Acts.

Thomas Ullyett, by videoconference from Whitehorse, Yukon, and Rob Creasser made statements and, with Pat Mehain, answered questions.


At 4:31 p.m., the sitting was suspended.

At 4:35 p.m., the sitting resumed.


Gaétan Delisle, André Girard, Tom Stamatakis, by videoconference from Vancouver, British Columbia, and Alok Mukherjee, by videoconference from Toronto, Ontario, made statements and, with James Duggan, answered questions.


At 5:31 p.m., the Committee adjourned to the call of the Chair.
