The Standing Committee on Public Safety and National Security met at 3:30 p.m. this day, in Room 228, La Promenade Building, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Candice Bergen, Rosane Doré Lefebvre, Randall Garrison, Hon. Laurie Hawn, Ryan Leef, Rick Norlock, LaVar Payne, John Rafferty, Jean Rousseau, Francis Scarpaleggia and Kevin Sorenson.

 

Acting Members present: Jay Aspin for Russ Hiebert.

 

In attendance: Library of Parliament: Tanya Dupuis, Analyst; Dominique Valiquet, Analyst.

 

Witnesses: Royal Canadian Mounted Police: Alain Jolicoeur, Chair, Audit Committee. As an individual: Paul Kennedy. Royal Canadian Mounted Police: C/Supt Craig MacMillan, Director General, Adjudicative Services. As an individual: Darryl Plecas, Royal Canadian Mounted Police Research Chair and Director of the Centre for Criminal Justice Research, School of Criminology and Criminal Justice, University College of the Fraser Valley.

 
Pursuant to the Order of Reference of Wednesday, September 19, 2012, the Committee resumed consideration of Bill C-42, An Act to amend the Royal Canadian Mounted Police Act and to make related and consequential amendments to other Acts.
 

Darryl Plecas, by videoconference from Upper Fraser, British Columbia, and Paul Kennedy made statements and answered questions.

 

At 4:31 p.m., the sitting was suspended.

At 4:33 p.m., the sitting resumed.

 

Alain Jolicoeur and Chief Superintendant MacMillan made statements and answered questions.

 

At 5:30 p.m., the Committee adjourned to the call of the Chair.
