The Standing Committee on Public Safety and National Security met in a televised session at 11:00 a.m. this day, in Room 253-D, Centre Block, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Jay Aspin, Randall Garrison, Candice Hoeppner, Ryan Leef, Rick Norlock, Brent Rathgeber, Jasbir Sandhu, Francis Scarpaleggia, Kevin Sorenson and Wai Young.

 

Acting Members present: Françoise Boivin for Sylvain Chicoine and Jack Harris for Marie-Claude Morin.

 

Associate Members present: Garry Breitkreuz.

 

In attendance: Library of Parliament: Tanya Dupuis, Analyst; Cynthia Kirkby, Analyst.

 

Appearing: Hon. Vic Toews, Minister of Public Safety.

 

Witnesses: Canadian Labour Congress: Barbara Byers, Executive Vice-President; Vicky Smallman, National Director, Women's and Human Rights Department. Ontario Federation of Anglers and Hunters: Greg Farrant, Manager, Government Affairs and Policy. As individuals: Solomon Friedman, Criminal Defence Lawyer; Murray Grismer, Sergeant.

 
Pursuant to the Order of Reference of Tuesday, November 1, 2011, and the motions adopted Tuesday, September 27, and Tuesday, November 1, 2011, the Committee commenced consideration of Bill C-19, An Act to amend the Criminal Code and the Firearms Act.
 

The Hon. Vic Toews made a statement and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the First Report from the Subcommittee on Agenda and Procedure which read as follows:

That the Committee allocate five meetings to the consideration of Bill C-19, an Act to amend the Criminal Code and the Firearms Act, including its clause-by-clause consideration;

That, given the cancellation of the meeting of Thursday, November 3, 2011, the Committee hear the Minister of Public Safety on Bill C-19 on Tuesday, November 15, 2011; and

That the Committee take into consideration the evidence from the consideration of Bill C-391, An Act to amend the Criminal Code and the Firearms Act (repeal of long-gun registry), heard in the third session of the 40th Parliament.

 

Candice Hoeppner moved, — That the report of the Subcommittee be concurred in.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 
Pursuant to the Order of Reference of Tuesday, November 1, 2011, and the motions adopted Tuesday, September 27, and Tuesday, November 1, 2011, the Committee resumed consideration of Bill C-19, An Act to amend the Criminal Code and the Firearms Act.
 

Barbara Byers, Greg Farrant, Solomon Friedman and Murray Grismer made statements and answered questions.

 

At 1:02 p.m., the Committee adjourned to the call of the Chair.
