The Standing Committee on Procedure and House Affairs met by videoconference at 11:07 a.m. this day, in Room 268, La Promenade Building, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Harold Albrecht, Chris Charlton, Joe Comartin, Greg Kerr, Alexandrine Latendresse, Tom Lukiwski, Dave MacKenzie, Joe Preston, Scott Reid, Philip Toone and John Williamson.

 

Acting Members present: Hon. Stéphane Dion for Marc Garneau.

 

Other Members present: André Bellavance.

 

In attendance: Library of Parliament: Michel Bédard, Analyst; Andre Barnes, Analyst.

 

Witnesses: Bloc Québécois: Vivian Barbot, Interim President. As an individual: Victor Cayer, Lawyer, Member of the Federal Electoral Boundaries Commission for Quebec (2004). Green Party of Canada: John Streicker, President, Federal Council. New Democratic Party: Chantal Vallerand, National Director, Federal Council.

 
Pursuant to the Order of Reference of Thursday, November 3, 2011, the Committee resumed consideration of Bill C-20, An Act to amend the Constitution Act, 1867, the Electoral Boundaries Readjustment Act and the Canada Elections Act.
 

John Streicker, by videoconference from Whitehorse, Yukon, Vivian Barbot, by videoconference, from Montréal, Québec and Chantal Vallerand made statements and answered questions.

 

At 12:02 p.m., the sitting was suspended.

At 12:07 p.m., the sitting resumed.

 

Victor Cayer made a statement and answered questions.

 

At 12:51 p.m., the sitting was suspended.

At 12:53 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That in relation to the study on Bill C-20, An Act to amend the Constitution Act, 1867, the Electoral Boundaries Readjustment Act and the Canada Elections Act, the proposed budget in the amount of $20,850 for the period of 2011-2012 be adopted.

 

It was agreed, — That the members of the Committee submit to the Clerk of the Committee all of their proposed amendments to Bill C-20 no later than 12:00 p.m. on Monday, November 28, 2011.

 

At 12:59 p.m., the Committee adjourned to the call of the Chair.
