The Standing Committee on Procedure and House Affairs met by videoconference at 11:02 a.m. this day, in Room 268, La Promenade Building, the Chair, Joe Preston, presiding.

 

Members of the Committee present: Harold Albrecht, Chris Charlton, Joe Comartin, Greg Kerr, Alexandrine Latendresse, Tom Lukiwski, Joe Preston, Scott Reid, Philip Toone and John Williamson.

 

Acting Members present: Hon. Stéphane Dion for Marc Garneau and Tilly O'Neill Gordon for Dave MacKenzie.

 

In attendance: Library of Parliament: Michel Bédard, Analyst.

 

Witnesses: University of British Columbia: Kenneth Carty, Professor of Political Science. As individuals: Ned Franks, Professor; Louis Massicotte, Professor, Department of Political Science, Laval University. University of Toronto - School of Public Policy and Governance: Michael Pal, Fellow, Mowat Centre. As individuals: Andrew Sancton, Professor, Department of Political Science, University of Western Ontario; Nelson Wiseman, Associate Professor, Department of Political Science, University of Toronto.

 
Pursuant to the Order of Reference of Thursday, November 3, 2011, the Committee resumed consideration of Bill C-20, An Act to amend the Constitution Act, 1867, the Electoral Boundaries Readjustment Act and the Canada Elections Act.
 

Andrew Sancton, Michael Pal and Nelson Wiseman made statements and answered questions.

 

At 12:04 p.m., the sitting was suspended.

At 12:08 p.m., the sitting resumed.

 

Kenneth Carty, by videoconference from Vancouver, British Columbia, Ned Franks and Louis Massicotte made statements and answered questions.

 

At 1:02 p.m., the Committee adjourned to the call of the Chair.
