The Standing Committee on Fisheries and Oceans met at 8:51 a.m. this day, in Room 268, La Promenade Building, the Chair, Rodney Weston, presiding.

 

Members of the Committee present: Mike Allen, Robert Chisholm, Patricia Davidson, Fin Donnelly, Randy Kamp, Hon. Lawrence MacAulay, Robert Sopuck, Philip Toone, John Weston, Rodney Weston and Stephen Woodworth.

 

Acting Members present: Pierre Nantel for Jonathan Tremblay.

 

In attendance: Library of Parliament: Tim Williams, Analyst; Nicolas Thai Nguyen, Analyst.

 

Witnesses: Department of Fisheries and Oceans: David Balfour, Senior Assistant Deputy Minister, Ecosystems and Fisheries Management Sector; France Pégeot, Senior Assistant Deputy Minister, Strategic Policy Sector; Kevin Stringer, Assistant Deputy Minister, Ecosystems and Oceans Science Sector.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Lawrence MacAulay moved, — That the Committee immediately begin a study of the Cohen Report made public on October 31, 2012, and that the first witness be the Honourable Bruce Cohen, Commissioner.

 

Stephen Woodworth moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Mike Allen, Patricia Davidson, Randy Kamp, Robert Sopuck, John Weston, Stephen Woodworth — 6; NAYS: Robert Chisholm, Fin Donnelly, Lawrence MacAulay, Pierre Nantel, Philip Toone — 5.

 

At 8:54 a.m., the sitting was suspended.

At 8:55 a.m., the sitting resumed in camera.

 

At 9:07 a.m., the sitting was suspended.

At 9:09 a.m., the sitting resumed in public.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, November 1, 2012, the Committee commenced its study of the subject matter of clauses 173 to 178 (Fisheries Act) of Bill C-45, A second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures.
 

Kevin Stringer made a statement and, with David Balfour, answered questions.

 

On motion of Robert Chisholm, it was agreed, — That the witnesses provide an extra 30 minutes of testimony.

 

At 10:30 a.m., the sitting was suspended.

At 10:32 a.m., the sitting resumed in camera.

 
The Committee resumed consideration of matters related to Committee business.
 

It was agreed, — That the following witnesses: Shawn Atleo, National Chief of the Assembly of First Nations, Bill Taylor of the Atlantic Salmon Federation and Jacob Irving of the Canadian Hydropower Association, be invited to appear before the Committee on Thursday, November 8, 2012, in relation to the study of the subject matter of clauses 173 to 178 (Fisheries Act) of Bill C-45.
