The Standing Committee on the Status of Women met at 11:01 a.m. this day, in Room 7-52, 131 Queen Street, the Chair, Lysane Blanchette-Lamothe, presiding.

 

Members of the Committee present: Stella Ambler, Niki Ashton, Joyce Bateman, Lysane Blanchette-Lamothe, Joan Crockatt, Anne-Marie Day, Roxanne James, Tilly O'Neill Gordon, Hon. Judy Sgro, Susan Truppe and Wai Young.

 

Acting Members present: Jean Crowder for Sana Hassainia.

 

Associate Members present: Hon. Carolyn Bennett.

 

In attendance: Library of Parliament: Martha Butler, Analyst. House of Commons: Philippe Méla, Legislative Clerk; David-Andrés Novoa, Legislative Clerk.

Pursuant to the Order of Reference of Wednesday, April 17, 2013, the Committee resumed consideration of Bill S-2, An Act respecting family homes situated on First Nation reserves and matrimonial interests or rights in or to structures and lands situated on those reserves.
 

The Committee resumed its clause-by-clause study of the Bill.

 

After debate, Clause 42 carried by a show of hands: YEAS: 7; NAYS: 0.

 

Clause 43 carried by a show of hands: YEAS: 7; NAYS: 3.

 

Clause 44 carried by a show of hands: YEAS: 7; NAYS: 3.

 

Clause 45 carried by a show of hands: YEAS: 7; NAYS: 3.

 

Clause 46 carried by a show of hands: YEAS: 7; NAYS: 3.

On Clause 56,

Jean Crowder moved, — That Bill S-2, in Clause 56, be amended by replacing lines 35 and 36 on page 43 with the following:

“(2) In order to allow for the establishment of non-legislative measures, sections 12 to 52 come into force 36 months after the day on which section 7 comes”

 

The question was put on the amendment of Jean Crowder and it was negatived on the following recorded division: YEAS: Niki Ashton, Jean Crowder, Anne-Marie Day, Judy Sgro — 4; NAYS: Stella Ambler, Joyce Bateman, Joan Crockatt, Roxanne James, Tilly O'Neill Gordon, Susan Truppe, Wai Young — 7.

 

By unanimous consent, it was agreed, — That the result of the vote on the previous amendment be applied to the following two (2) amendments which are therefore also negatived:

That Bill S-2, in Clause 56, be amended by replacing lines 35 and 36 on page 43 with the following:

“(2) Sections 12 to 52 come into force 36 months after the day on which section 7 comes”

That Bill S-2, in the Preamble, be amended by adding after line 5 on page 1 the following:

“Whereas non-legislative measures are also required to address those family law matters;”

Clause 1, Short Title, carried by a show of hands: YEAS: 7; NAYS: 0.

 

After debate, The Preamble carried by a show of hands: YEAS: 7; NAYS: 4.
