The Standing Committee on the Status of Women met in a televised session at 8:45 a.m. this day, in Room C-110, 1 Wellington Street, the Chair, Marie-Claude Morin, presiding.

 

Members of the Committee present: Stella Ambler, Niki Ashton, Jay Aspin, Joyce Bateman, Anne-Marie Day, Sana Hassainia, Roxanne James, Marie-Claude Morin, Tilly O'Neill Gordon, Hon. Judy Sgro and Susan Truppe.

 

Acting Members present: Terence Young for Wai Young.

 

In attendance: Library of Parliament: Martha Butler, Analyst; Laura Munn-Rivard, Analyst.

 

Witnesses: Treasury Board Secretariat: Ross MacLeod, Assistant Deputy Minister, Governance Planning and Policy Sector; Martine Glandon, Manager, Values and Ethics. Canadian Human Rights Commission: David Langtry, Acting Chief Commissioner, Chief Commissioner's Office; Philippe Dufresne, Acting Director General and Senior General Counsel, Dispute Resolution; Monette Maillet, Director General, Knowledge Centre. Canadian Human Rights Tribunal: Susheel Gupta, Vice-Chairperson, Acting Chairperson and Chief Executive Officer.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Wednesday, May 16, 2012, the Committee commenced its study of sexual harassment in the federal workplace.
 

Niki Ashton moved, — Whereas the Standing Committee on the Status of Women has committed to taking on a study of sexual harassment in the federal workplace; whereas it is the mandate of the Committee to guide Status of Women Canada; whereas it is the legal mandate of Status of Women Canada “to coordinate policy with respect to the status of women and administer related programs”; that, given the severity of allegations of sexual harassment within the Royal Canadian Mounted Police (RCMP), the Committee call upon Status of Women Canada to take the lead in coordinating policy with respect to sexual harassment within all federal departments, including the RCMP.

Debate arose thereon.

 

Susan Truppe moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 7; NAYS: 4.

 

At 8:54 a.m., the sitting was suspended.

At 8:57 a.m., the sitting resumed in camera.

 

At 9:06 a.m., the sitting was suspended.

At 9:07 a.m., the sitting resumed in a televised session.

 

Ross MacLeod made a statement and, with Martine Glandon, answered questions.

 

At 9:45 a.m., the sitting was suspended.

At 9:49 a.m., the sitting resumed.

 

David Langtry and Susheel Gupta made statements and answered questions.

 

At 10:47 a.m., the Committee adjourned to the call of the Chair.
