The Standing Committee on Citizenship and Immigration met in camera at 4:45 p.m. this day, in Room 237-C, Centre Block, the Vice-Chair, Jinny Jogindera Sims, presiding.

 

Members of the Committee present: Rick Dykstra, Mylène Freeman, Sadia Groguhé, Roxanne James, Kevin Lamoureux, Chungsen Leung, Costas Menegakis, Ted Opitz, Jinny Jogindera Sims, Rathika Sitsabaiesan and John Weston.

 

Acting Members present: Peter Julian for Mylène Freeman, Ed Komarnicki for Ted Opitz, LaVar Payne for Ted Opitz and Devinder Shory for David Tilson.

 

Associate Members present: Eve Adams, Garry Breitkreuz, Libby Davies, Randy Hoback and Wai Young.

 

Other Members present: Pierre-Luc Dusseault.

 

In attendance: Library of Parliament: Julie Béchard, Analyst. House of Commons: Leif-Erik Aune, Procedural Clerk; Marie-France Renaud, Procedural Clerk; Miriam Burke, Procedural Clerk; Jean-François Lafleur, Procedural Clerk; Marc-Olivier Girard, Procedural Clerk.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 8:57 p.m., the sitting was suspended.

At 11:01 p.m., on Wednesday June 12, 2013, the sitting resumed in Room 253-D, Centre Block.

 

It was agreed, — That the Committee proceed to sit in public.

 

At 11:22 p.m., the sitting was suspended.

At 11:23 p.m., the sitting resumed in public.

 

The Committee resumed consideration of the motion of Rick Dykstra, — That, pursuant to Standing Order 97.1 (1), the Committee request an extension of thirty (30) sitting days to consider Bill C-425, An Act to amend the Citizenship Act (honouring the Canadian Armed Forces), referred to the Committee on Wednesday, February 27, 2013.

On Tuesday, April 23, 2013, the Committee recommended to the House that it be granted the power during its consideration of Bill C-425 to expand the scope of the Bill. The Committee is awaiting for a decision of the House before further considering the Bill. Therefore, the Committee requests an extension of thirty (30) sitting days.

 

The debate continued.

 

By unanimous consent, it was agreed, — That Kevin Lamoureux and Mylène Freeman be allowed to exchange their speaking order with each other.

 

Rathika Sitsabaiesan raised a question of privilege, stating that women in this Committee were not treated equitably.

 

At 11:49 p.m., the sitting was suspended.

At 11:53 p.m., the sitting resumed.

 

RULING BY THE CHAIR

The Chair ruled that this matter did not relate to a question of privilege.

 

At 12:39 a.m. on Thursday, June 13, 2013, the Committee adjourned to the call of the Chair.
