The Standing Committee on Citizenship and Immigration met in a televised session at 8:46 a.m. this day, in Room C-110, 1 Wellington Street, the Vice-Chair, Jinny Jogindera Sims, presiding.

 

Members of the Committee present: Rick Dykstra, Mylène Freeman, Sadia Groguhé, Roxanne James, Kevin Lamoureux, Chungsen Leung, Costas Menegakis, Ted Opitz, Jinny Jogindera Sims, Rathika Sitsabaiesan and John Weston.

 

Acting Members present: Stella Ambler for John Weston, Dan Harris for Mylène Freeman and Devinder Shory for David Tilson.

 

Associate Members present: Devinder Shory.

 

In attendance: Library of Parliament: Julie Béchard, Analyst; James Gauthier, Analyst. House of Commons: Isabelle Dumas, Procedural Clerk; Andrew Lauzon, Procedural Clerk.

 

Witnesses: Department of Citizenship and Immigration: Sharon Chomyn, Director General, International Region; Kent Francis, Deputy Program Manager, Manila, Philippines; Lillian Zadravetz, Immigration Program Manager, Chandigarh, India.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, June 4, 2013, the Committee resumed its study of the temporary resident visas for visitors.
 

Sharon Chomyn made a statement.

 

Rick Dykstra raised a point of order as to the Chair changing the Orders of the Day on the Agenda without the consent of the Committee.

 

RULING BY THE CHAIR

The Chair ruled that the Committee would hear from the first panel of witnesses and then immediately proceed to Committee business.

 

Whereupon, Rick Dykstra appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was overturned, by a show of hands: YEAS: 4; NAYS: 6.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

At 9:07 a.m., Kevin Lamoureux took the Chair.

 

Rick Dykstra moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Rick Dykstra, Roxanne James, Chungsen Leung, Costas Menegakis, Ted Opitz, John Weston — 6; NAYS: Mylène Freeman, Sadia Groguhé, Jinny Jogindera Sims, Rathika Sitsabaiesan — 4.

 

At 9:15 a.m., the sitting was suspended.

At 9:16 a.m., the sitting resumed in camera.

 

At 11:49 a.m., pursuant to Standing Order 115(5), the sitting was suspended.

At 12:45 p.m. the sitting resumed.

 

By unanimous consent, it was agreed, — That the witnesses be dismissed.

 

It was agreed, — That the sitting be suspended.

 

At 2:29 p.m., the sitting was suspended.

At 3:30 p.m., the sitting resumed in Room 237-C, Centre Block.

 

At 3:30 p.m., Jinny Jogindera Sims took the Chair.

 

At 4:17 p.m., the Committee adjourned to the call of the Chair.
