The Standing Committee on Citizenship and Immigration met at 3:31 p.m. this day, in Room 7-52, 131 Queen St., the Chair, David Tilson, presiding.

 

Members of the Committee present: Paul Calandra, Olivia Chow, Rick Dykstra, Nina Grewal, Hon. Jim Karygiannis, Thierry St-Cyr, Ève-Mary Thaï Thi Lac, David Tilson, Alice Wong and Terence Young.

 

Acting Members present: Hon. Ken Dryden for Hon. Maurizio Bevilacqua.

 

In attendance: Library of Parliament: Sandra Elgersma, Analyst; Daphne Keevil Harrold, Analyst.

 

Witnesses: Table de concertation des organismes au service des personnes réfugiées et immigrantes: Stephan Reichhold, Director; Richard Goldman, Committee Coordinator to Aid Refugees. Action Réfugiés Montréal: Glynis Williams, Director; Maude Côté, Program Coordinator. Association for New Canadians: Julia Porter, Settlement Social Worker. HIV and AIDS Legal Clinic (Ontario): John Norquay, Staff Immigration Lawyer. Canadian Centre for Victims of Torture: Ezat Mossallanejad, Policy Analyst and Researcher. As individuals: David Matas, Lawyer; William Bauer, Former Canadian Ambassador, Member of the Immigration and Refugee Board of Canada.

 
Pursuant to the Order of Reference of Thursday, April 29, 2010, the Committee resumed consideration of Bill C-11, An Act to amend the Immigration and Refugee Protection Act and the Federal Courts Act.
 

Stephan Reichhold, Richard Goldman, Glynis Williams and Maude Côté, and Julia Porter by videoconference from St-John's, Newfoundland, made statements and answered questions.

 

At 4:30 p.m., the sitting was suspended.

At 4:34 p.m., the sitting resumed.

 

John Norquay, and David Matas and Ezat Mossallanejad by videoconference from Toronto, Ontario, and William Bauer by videoconference from London, Ontario, made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Olivia Chow, it was agreed, — That the proposed budget for the follow-up on the Department of Citizenship and Immigration's role in the Government of Canada's response to the earthquake in Haiti in the amount of $13,700, be adopted.

 

On motion of Olivia Chow, it was agreed, — That the proposed budget for consideration of Bill C-11, the Balanced Refugee Reform Act, in the amount of $20,275, be adopted.

 

At 5:38 p.m., the Committee adjourned to the call of the Chair.
