The Standing Committee on Citizenship and Immigration met at 3:33 p.m. this day, in Room 7-52, 131 Queen St., the Chair, David Tilson, presiding.

 

Members of the Committee present: Paul Calandra, Olivia Chow, Hon. Denis Coderre, Rick Dykstra, Nina Grewal, Hon. Jim Karygiannis, Thierry St-Cyr, Ève-Mary Thaï Thi Lac, David Tilson, Alice Wong and Terence Young.

 

Acting Members present: Alexandra Mendes for Hon. Maurizio Bevilacqua.

 

In attendance: Library of Parliament: Sandra Elgersma, Analyst; Daphne Keevil Harrold, Analyst.

 

Witnesses: Department of Citizenship and Immigration: Jennifer Irish, Director, Asylum Policy Program Development; John Butt, Manager, Program Development; Peter MacDougall, Director General, Refugees; Luke Morton, Senior Legal Counsel, Manager, Refugee Legal Team, Legal Services. As individuals: Raphael Girard; Hon. Andrew Telegdi, Former Parliamentary Secretary, Former Chair and Vice-Chair of the Standing Committee on Citizenship and Immigration. Fédération des femmes du Québec: Alexandra Pierre, Community Organizer, Responsible for anti-racism and discrimination issues; Nathalie Ricard, Coalition des familles homoparentales du Québec. Canadian Arab Federation: James Kafieh, Legal Counsel.

 
Pursuant to the Order of Reference of Thursday, April 29, 2010, the Committee resumed consideration of Bill C-11, An Act to amend the Immigration and Refugee Protection Act and the Federal Courts Act.
 

Peter MacDougall made a statement and, with Jennifer Irish, John Butt and Luke Morton, answered questions.

 

Raphael Girard, Alexandra Pierre, Nathalie Ricard, James Kafieh and Andrew Telegdi by videoconference from Kitchener, Ontario, made statements and answered questions.

 

It was agreed, — That all proposed amendments to Bill C-11, An Act to amend the Immigration and Refugee Protection Act and the Federal Courts Act, be tabled with the clerk of the committee before 3:30 p.m. on Monday, May 31, 2010.

 

At 5:37 p.m., the Committee adjourned to the call of the Chair.
