MINUTES OF PROCEEDINGS

The Standing Committee on Government Operations and Estimates met at 11:08 a.m. this day, in Room 237-C, Centre Block, the Chair, Derek Lee, presiding.

Members of the Committee present: Rob Anders, Diane Bourgeois, Patrick Brown, Paul Calandra, Jacques Gourde, Martha Hall Findlay, Derek Lee, Pat Martin, Hon. Dan McTeague, Jean-Yves Roy and Chris Warkentin.

Associate Members present: Jim Maloway.

In attendance: Library of Parliament: Lydia Scratch, Analyst.

Witnesses: Privy Council Office: Marilyn MacPherson, Assistant Deputy Minister, Corporate Services Branch; Simon Kennedy, Deputy Secretary to the Cabinet, Plans and Consultation; Patricia J. Hassard, Deputy Secretary to the Cabinet, Senior Personnel and Public Service Renewal.

Pursuant to Standing Order 81(4), the Committee resumed consideration of the Main Estimates 2009-2010: Votes 95, 100, 105 and 110 under CANADIAN HERITAGE, Vote 1 under GOVERNOR GENERAL, Vote 1 under PARLIAMENT, Votes 1, 5, 10 and 25 under PRIVY COUNCIL, Votes 1 and 5 under PUBLIC WORKS AND GOVERNMENT SERVICES, Votes 1, 5, 10, 20, 25, 30, 35, 40, 45, 50 and 55 TREASURY BOARD referred to the Committee on Thursday, February 26, 2009.

Marilyn MacPherson made a statement and, with Simon Kennedy, answered questions.

At 12:19 p.m., the sitting was suspended.

At 12:20 p.m., the sitting resumed.

Pursuant to Standing Orders 110 and 111, the Committee commenced consideration of the Order in Council Appointment of Patricia J. Hassard to the position of Deputy Secretary to the Cabinet, which was referred to the Committee on Friday, January 30, 2009.

Patricia J. Hassard made a statement and answered questions.

At 12:50 p.m., the sitting was suspended.

At 12:51 p.m., the sitting resumed in camera.

Pursuant to Standing Order 108(3)(c)(vi), the Committee resumed consideration of the the Public Service Commission's 2007-2008 Annual Report and various reports and studies produced in 2008.

The Committee commenced consideration of a draft report.

At 1:01 p.m., the Committee adjourned to the call of the Chair.
