The Standing Committee on Official Languages met at 9:06 a.m. this day, in Room 371, West Block, the Chair, Steven Blaney, presiding.

 

Members of the Committee present: Steven Blaney, Hon. Michael D. Chong, Jean-Claude JC D'Amours, Royal Galipeau, Yvon Godin, Monique Guay, Pierre Lemieux, Daniel Petit, Pablo Rodriguez and Lise Zarac.

 

Acting Members present: Pascal-Pierre Paillé for Richard Nadeau.

 

Associate Members present: Tilly O'Neill-Gordon.

 

In attendance: Library of Parliament: Marie-Ève Hudon, Analyst.

 

Witnesses: Canadian Foundation for Cross-Cultural Dialogue: Guy Matte, Executive Director. Vancouver Organizing Committee for the 2010 Olympic and Paralympic Winter Games (VANOC): Francine Bolduc, Director, Official Languages; Jacques Gauthier, Chair, Official Languages Advisory Committee.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, February 12, 2009, the Committee resumed its study of the broadcasting and services in French of the Vancouver 2010 Olympic Games.
 

Guy Matte made a statement and answered questions.

 

Jacques Gauthier and Francine Bolduc made statements and answered questions.

 

At 10:27 a.m., the sitting was suspended.

At 10:34 a.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Monique Guay moved, — That the Office of the Commissioner of Official Languages send to the Committee, a regular update to be provided, at minimum, every three months, on the status of the francization of the Vancouver 2010 Olympic and Paralympic Games as a whole, including the VANOC Advisory Committee on Official Languages, the broadcasting of the Games, and the compliance with the Multiparty Agreement clauses on official languages.

Debate arose thereon.

 

Royal Galipeau moved, — That the motion be amended by replacing the words “status of the francization” with the words “respect and promotion of the linguistic duality”.

 

After debate, the question was put on the amendment of Royal Galipeau and it was agreed to, by a show of hands: YEAS: 10; NAYS: 0.

 

Yvon Godin moved, — That the motion be amended by adding after the word “broadcasting” the following: “and multimedia”.

 

After debate, the question was put on the amendment of Yvon Godin and it was agreed to, by a show of hands: YEAS: 10; NAYS: 0.

 

After debate, the question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 10; NAYS: 0.

 

The motion, as amended, read as follows:

That the Office of the Commissioner of Official Languages send to the Committee, a regular update to be provided, at minimum, every three months, on the respect and promotion of the linguistic duality of the Vancouver 2010 Olympic and Paralympic Games as a whole, including the VANOC Advisory Committee on Official Languages, the broadcasting and multimedia of the Games, and the compliance with the Multiparty Agreement clauses on official languages.

 

On motion of Yvon Godin, it was agreed, — That the Committee invite Carole Drouin, Director General of the Association franco-ontarienne des conseils scolaires catholiques, for a briefing session, subject to availability in the Committee's schedule.

 

At 10:49 a.m., the Committee adjourned to the call of the Chair.
