The Standing Committee on Procedure and House Affairs met at 11:06 a.m. this day, in Room 112-N, Centre Block, the Chair, Gary Goodyear, presiding.

 

Members of the Committee present: Yvon Godin, Gary Goodyear, Michel Guimond, Tom Lukiwski, Hon. Stephen Owen, Pauline Picard, Joe Preston, Marcel Proulx, Hon. Karen Redman, Scott Reid and Hon. Lucienne Robillard.

 

Acting Members present: Don H. Bell for Hon. Karen Redman.

 

In attendance: Library of Parliament: Michel Bédard, Analyst.

 

Appearing: Hon. Peter Van Loan, Leader of the Government in the House of Commons.

 

Witnesses: Privy Council Office: Marc Chénier, Counsel, Legislation and House Planning; Randall Koops, Senior Policy Advisor, Legislation and House Planning. Office of the Chief Electoral Officer: Marc Mayrand, Chief Electoral Officer; Diane R. Davidson, Deputy Chief Electoral Officer and Chief Legal Counsel; Janice Vézina, Senior Director, Election Financing and Corporate Services. Elections Canada: Mr. Stephane Perrault, Senior General Counsel and Senior Director, Legal Services Directorate.

 
Pursuant to the Order of Reference of Monday, May 28, 2007, the Committee commenced consideration of Bill C-54, An Act to amend the Canada Elections Act (accountability with respect to loans).
 

Peter Van Loan made a statement and, with the other witnesses, answered questions.

 

At 12:07 p.m., the sitting was suspended.

At 12:08 p.m., the sitting resumed.

 
Pursuant to the Order of Reference of Monday, May 28, 2007, the Committee resumed consideration of Bill C-54, An Act to amend the Canada Elections Act (accountability with respect to loans).
 

Marc Mayrand made a statement and, with the other witnesses, answered questions.

 

At 12:46 p.m., the sitting was suspended.

 

At 12:47 p.m., the Committee resumed sitting in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That twenty-four (24) hours' notice be given for the consideration of amendments to Bill C-54, An Act to amend the Canada Elections Act (accountability with respect to loans).

 

At 12:59 p.m., the Committee adjourned to the call of the Chair.
