The Standing Committee on Citizenship and Immigration met in camera at 11:08 a.m. this day, in Room 308, West Block, the Chair, Norman Doyle, presiding.

 

Members of the Committee present: Omar Alghabra, Dave Batters, Barry Devolin, Norman Doyle, Meili Faille, Raymond Gravel, Nina Grewal, Hon. Jim Karygiannis, Bill Siksay, Hon. Andrew Telegdi and Blair Wilson.

 

Acting Members present: Patricia Davidson for Ed Komarnicki.

 

In attendance: Library of Parliament: Andrew Kitching, Analyst.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Wednesday, June 21, 2006, the Committee resumed its study of Refugee Issues.
 

The Committee resumed consideration of a draft report.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the Chair present the report to the House.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

 

It was agreed, — That the Chair, Clerk and analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That the Committee append to its report dissenting opinions from Bill Siksay and Barry Devolin provided that each is no longer than 4 pages; in the same style and format as the Report and submitted electronically in both official languages to the Clerk of the Committee, no later than Wednesday, May 23, 2007.

 

At 11:25 a.m., the sitting was suspended.

At 11:26 a.m., the sitting resumed in public.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Jim Karygiannis moved, — That the government put a moratorium on deporting undocumented workers until the committee holds hearings and reports to the house with its recommendations.

Debate arose thereon.

 

Bill Siksay moved, — That the motion be amended by adding before the motion the words “That at the meeting of May 31st, 2007 the Committee consider the following motion”.

 

The question was put on the amendment of Bill Siksay and it was negatived on division.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Meili Faille, Raymond Gravel, Jim Karygiannis, Bill Siksay, Andrew Telegdi, Blair Wilson — 6; NAYS: Dave Batters, Patricia Davidson, Barry Devolin, Nina Grewal — 4.

 

At 12:10 p.m., the Committee adjourned to the call of the Chair.
