The Subcommittee on Committee Budgets of the Liaison Committee met in camera at 1:02 p.m. this day, in Room 112-N Centre Block, the Chair, Bonnie Brown, presiding.

 

Members of the Subcommittee present: Bonnie Brown, Marlene Catterall, Gurmant Grewal, Pat O'Brien, Bernard Patry and John Williams.

 

Acting Members present: Don Boudria for Andrew Telegdi and Massimo Pacetti for Marlene Catterall.

 

Other Members present: Paul Forseth, Roger Gallaway, Nancy Karetak-Lindell, Yvan Loubier, John Maloney, Anita Neville, Massimo Pacetti, Pauline Picard and Brent St. Denis.

Pursuant to Standing Order 107(1), the Subcommittee commenced its study of budget sumissions.
 

The Clerk gave a presentation on the financial status of the global envelope for committees activities.

 

It was agreed, — That the Standing Committee on the Status of Women be granted an operational budget of $50,108 for its study of gender-based analysis, funding to women's organizations, poverty and violence.

 

It was agreed, — That the Subcommittee on Fiscal Imbalance of the Standing Committee on Finance be granted a travel budget of $35,479 to travel to Halifax (NS), February 17 and 18, 2005, for public hearings on fiscal imbalance.

 

It was agreed, — That the Subcommittee on Fiscal Imbalance of the Standing Committee on Finance be granted a travel budget of $47,579 to travel to Edmonton (AB), March 6 and 7, 2005, for public hearings on fiscal imbalance.

 

It was agreed, — That the Subcommittee on Fiscal Imbalance of the Standing Committee on Finance be granted a travel budget of $25,679 to travel to Toronto (ON), March 10 and 11, 2005, for public hearings on fiscal imbalance.

 

It was agreed, — That the Subcommittee on Fiscal Imbalance of the Standing Committee on Finance be granted a travel budget of $48,279 to travel to Regina (SK), March 20 and 21, 2005, for public hearings on fiscal imbalance.

 

It was agreed, — That the Subcommittee on Fiscal Imbalance of the Standing Committee on Finance be granted a travel budget of $41,279 (fiscal year 2005-2006) to travel to Winnipeg (MB), April 3 and 4, 2005, for public hearings on fiscal imbalance.

 

It was agreed, — That the Subcommittee on Fiscal Imbalance of the Standing Committee on Finance be granted a travel budget of $26,579 (fiscal year 2005-2006) to travel to Quebec City (QC), April 10 and 11, 2005, for public hearings on fiscal imbalance.

 

It was agreed, — That the Subcommittee on Fiscal Imbalance of the Standing Committee on Finance be granted a travel budget of $48,879 fiscal year 2005-2006) to travel to Victoria (BC), April 17 and 18, 2005, for public hearings on fiscal imbalance.

 

It was agreed, — That the Subcommittee on Fiscal Imbalance of the Standing Committee on Finance be granted an operational budget of $13,300 for its study on fiscal imbalance.

 

It was agreed, — That the Subcommittee on Fiscal Imbalance of the Standing Committee on Finance be granted an operational budget of $10,500 (fiscal year 2005-2006) for its study on fiscal imbalance.

 

It was agreed, — That the Subcommittee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade be granted a general operational budget of $10,100.

 

It was agreed, — That the Subcommittee on Solicitation Laws of the Standing Committee on Justice, Human Rights, Public Safety and Emergency Preparedness be granted a supplementary operational budget of $47,592 for its study on Solicitation Laws.

 

It was agreed, — That the Standing Committee on Procedure and House Affairs be granted an operational budget of $24,000 for its study on Electoral Reform.

 

It was agreed, — That the Standing Committee on Health be granted an operational budget of $9,100 for its study on the Canadian Patient Safety Institute and the authors of the Canadian Adverse Events Study.

 

It was agreed, — That the Standing Committee on Human Resources, Skills Development, Social Development and the Status of Persons with Disabilities be granted an operational budget of $6,849 for a Thematic Review of early childhood education and care policy – OECD.

 

It was agreed, — That the Standing Committee on Transport be granted an operational budget of $37,700 for its study on Hopper Cars.

 

It was agreed, — That the Standing Committee on Industry, Natural Resources, Science and Technology be granted an operation budget of $13,850 for its study of Bill C-9, An Act to establish the Economic Development Agency of Canada for the Regions of Quebec.

 

It was agreed, — That the Standing Committee on Aboriginal Affairs and Northern Development be granted an operational budget of $6,100 for its study on Absestos Laden Vermiculite on Reserves.

 

It was agreed, — That the Standing Committee on Aboriginal Affairs and Northern Development be granted an operational budget of $15,400 for its study on Residential School Resolution.

 

It was agreed, — That the Standing Committee on Aboriginal Affairs and Northern Development be granted an operational budget of $15,500 for its study on the Slaughtering of Nunavik Inuit Dogs from the mid-1950s to the late 1960s.

 

It was agreed, — That the Subcommittee on Solicitation Laws of the Standing Committee on Justice, Human Rights, Public Safety and Emergency Preparedness be granted a travel budget of $67,495 to travel to Toronto (ON), Montreal (QC) and Halifax (NS), from March 14 to 17, 2005, for public hearings and visits in relation to its study on Solicitation Laws.

 

It was agreed, — That the Subcommittee on Solicitation Laws of the Standing Committee on Justice, Human Rights, Public Safety and Emergency Preparedness be granted a travel budget of $90,153 to travel to Vancouver (BC), Edmonton (AB) and Winnipeg (MB), from March 28 to April 1st, 2005, for public hearings and visits in relation to its study on Solicitation Laws.

 

It was agreed, — That the Standing Committee on Procedure and House Affairs be granted a travel budget of $165,324 to travel to Wellington (New Zealand) and Canberra (Australia), from March 25 to April 3, 2005, for visits in relation to its study on Electoral Reform.

 

It was agreed, — That the Standing Committee on Procedure and House Affairs be granted a travel budget of $124,371 to travel to Edinburgh (UK), London (UK) and Berlin (Germany), from March 26 to April 2, 2005, for visits in relation to its study on Electoral Reform.

 

At 2:05 p.m., the Subcommittee adjourned to the call of the Chair.
