The Subcommittee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade met at 3:36 p.m. this day, in Room 308 West Block, the Vice-Chair, Stockwell Day, presiding.

 

Members of the Subcommittee present: Eleni Bakopanos, Stockwell Day and Yves Rocheleau.

 

Acting Members present: Claude Duplain for Keith Martin and Karen Redman for David Kilgour.

 

In attendance: Library of Parliament: James Lee, Analyst.

 

Witnesses: World Health Organization: Jack C. Chow, Assistant Director-General, HIV/AIDS, TB and Malaria.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Subcommittee on April 21, 2004, the Subcommittee commenced its consideration of the role of the World Health Organization.
 

The witness made a statement.

 
At 3:50 p.m. the Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 

On motion of Karen Redman, it was agreed, — That, pursuant to the Orders the Standing Committee on Foreign Affairs and International Trade of February 24, 2004 referring requests for the Committee to consider issues relating to the human rights situation in China to the Subcommittee on Human Rights and International Development, the Subcommittee, pursuant to Standing Order 108(2), undertake a study of human rights in China.

 

On motion of Yves Rocheleau, it was agreed, — That, Pursuant to the Order February 24, 2004 of the Standing Committee on Foreign Affairs and International Trade, the Subcommittee, pursuant to Standing Order 108(2), consider the 1994 genocide in Rwanda, and invite the following with a view to preparing a report to the House on lessons learned and actions that could be taken, to help prevent another genocide from happening: Retired Lt-Gen. Roméo Dallaire; Dr. Gerry Caplan, Rwanda Revisited; Dr. James Orbinski, Former MSF team leader in Rwanda (Doctors Without Borders); Oscar Gasana, President, Humura Association of Ottawa; Dr. Susan Thomson, Centre for Foreign Policy Studies, Dalhousie University, Halifax, NS.

 

At 3:52 p.m. the Subcommittee commenced questioning of the witness.

 

At 4:36 p.m., the Subcommittee adjourned to the call of the Chair.
