The Subcommittee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade met at 3:29 p.m. this day, in Room 307 West Block, for the purpose of electing a Chair, pursuant to Standing Order 106(1).

 

Members of the Subcommittee present: Hon. Eleni Bakopanos, Hon. Martin Cauchon, Stockwell Day, Hon. David Kilgour and Yves Rocheleau.

 

Acting Members present: Hon. Larry Bagnell for Colleen Beaumier, Claude Duplain for Hon. Martin Cauchon, Alexa McDonough for Svend Robinson and Karen Redman for Keith Martin.

 

In attendance: Library of Parliament: James Lee, Analyst; Marcus Pistor, Analyst.

 
The Clerk of the Subcommittee presided over the election of a Chair.
 

On motion of Larry Bagnell, it was agreed, — That David Kilgour be elected Chair of the Subcommittee.

 

Accordingly David Kilgour was duly elected Chair of the Subcommittee.

 

On motion of Claude Duplain, it was agreed, — That Stockwell Day be elected as Opposition Vice-Chair of the Subcommittee.

 

David Kilgour took the Chair.

 

On motion of Karen Redman, it was agreed, — That the Subcommittee retain the services of analysts from the Library of Parliament, as needed, to assist the Subcommittee in its work, at the discretion of the Chair.

 

On motion of Karen Redman, it was agreed, — That the Subcommittee follow the procedure of the Standing Committee on Foreign Affairs and International Trade with respect to the order of questioning witnesses and that 10 minutes be allotted to the first questioner from each party for every hearing with witnesses.

 

On motion of Karen Redman, it was agreed, — That the Chair be authorized to hold meetings to receive evidence when a quorum is not present provided that at least three members are present, including both government and opposition members.

 

The Subcommittee discussed its future business.

 

It was agreed, — That, pursuant to Standing Order 108(2), the Subcommittee consider the role of the World Health Organization and that Dr. Jack Chow, Assistant Director-General, WHO for HIV/AIDS, Turberculosis and Malaria be invited to appear on April 28, 2004.

 

At 3:38 p.m., the Subcommittee adjourned to the call of the Chair.
