The Subcommittee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade met at 3:53 p.m. this day, in Room 701, La Promenade Building, the Chair, Irwin Cotler, presiding.
Members of the Sub-Committee present: Colleen Beaumier, Bill Casey, Irwin Cotler, Karen Kraft Sloan, Deepak Obhrai, Beth Phinney, Svend Robinson, Yves Rocheleau.
Acting Members present: André Harvey for Gurbax Malhi
Other Members present: Keith Martin and John Williams
In attendance: From the Parliamentary Research Branch, Library of Parliament: James Lee and Marcus Pistor, Research Officers.
Witnesses: From the Department of Foreign Affairs and International Trade: John McNee, Assistant Deputy Minister, Africa and Middle East; John Schram, Canadian High Commissioner in Zimbabwe. From the Canadian International Development Agency: Michel Lemelin, Regional Director, Southern Africa Program, Africa and Middle East Branch; Ernest Loevinsohn, Director General, Program against Hunger, Malnutrition and Disease. Pursuant to Standing Order 108(2), the Committee resumed its study of the urgent matter of the humanitarian catastrophe in African states (See Minutes of proceedings of Wednesday, February 26, 2003, Meeting No. 1).
John McNee, John Schram, Ernest Loevinsohn and Michel Lemelin made statements and answered questions.
At 5:10 p.m., Alex Neve and A. John Watson made statements and answered questions.
At 5:53 p.m., the Committee adjourned to the call of the Chair.
