MINUTES OF PROCEEDINGS

Meeting No. 2

Wednesday, November 27, 2002

The Standing Committee on National Defence and Veterans Affairs met in a televised session at 3:30 p.m. this day, in Room 237-C, Centre Block, the Chair, David Pratt, presiding.

Members of the Committee present: Claude Bachand, Leon Benoit, Robert Bertrand, Cheryl Gallant, Joe McGuire, John O'Reilly, Janko Perić, David Pratt, David Price, Peter Stoffer, Elsie Wayne, Bob Wood.

Acting Member present: Deborah Grey for Rob Anders.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Wolf Koerner and Michel Rossignol, Research Officers.

Appearing: The Honourable John McCallum, Minister of National Defence.

Witnesses: From the Department of National Defence: General Raymond R. Henault, Chief of the Defence Staff; Margaret Bloodworth, Deputy Minister.

Pursuant to Standing Order 108 (2), the Committee considered general defence issues, including the Supplementary Estimates (A), 2002-2003.

The Minister made an opening statement and, with the other witness, answered questions.

At 5:00 p.m., the sitting was suspended.

At 5:10 p.m., the sitting resumed and the Committee proceeded in camera to consider its future business.

The Chair presented the First Report of the Sub-Committee on Agenda and Procedure which read as follows:

Your Sub-Committee met on Monday, November 25, 2002, to consider the Committee’s future business and agreed to make the following recommendations:

—That the Committee hold hearings on Canada’s possible military contribution in the event of a conflict with Iraq and on other issues;

—That, until the Christmas recess, the Committee hold hearings related to this matter on each of the three environments and that the following witnesses be invited to appear:

 

- the Chief of Maritime Staff, Vice-Admiral Ron Buck;

 

- the Chief of the Land Staff, Lieutenant-General M.K. Jeffery;

- the Chief of the Air Staff, Lieutenant-General Lloyd C. Campbell.

Alternate witnesses would include the Conference of Defence Associations and Professor David J. Bercuson, Director, Centre for Military and Strategic Studies, University of Calgary.

—That the Committee investigate the possibility of participating in a visit of the NATO Defence and Security Committee to the United States (Washington, D.C., California and Nevada) from January 26 to February 1, 2003.

The Committee considered the report and it was concurred in.

At 5:20 p.m., the Committee adjourned to the call of the Chair.
