The Standing Committee on Foreign Affairs and International Trade met at 3:34 p.m. this day, in Room 209, West Block, the Chair, Bernard Patry, presiding.

Members of the Committee present: Stéphane Bergeron, Murray Calder, Aileen Carroll, Irwin Cotler, John Duncan, Mark Eyking, André Harvey, Francine Lalonde, Hon. Diane Marleau, Deepak Obhrai, Bernard Patry, Karen Redman.

Acting Member present: Lorne Nystrom for Alexa McDonough.

Associate Members present: Rick Casson and Karen Kraft Sloan.

In attendance: From the Parliamentary Research Branch, Library of Parliament: James Lee, Research Officer.

Appearing: From the House of Commons: Hon. Pierre Pettigrew, Minister for International Trade.

Witnesses: From the Department of Foreign Affairs and International Trade: Leonard J. Edwards, Deputy Minister, International Trade; Kathryn E. McCallion, Assistant Deputy Minister, Corporate Services, Passport and Consular Affairs; Suzanne Vinet, Director General, Trade Policy II - Services, Investment and Intellectual Property Bureau.

The Order of Reference of February 26, 2003 was read as follows:

Pursuant to Standing Order 81(4), the Main Estimates for the fiscal year ending March 31, 2004, were deemed referred to the several Standing Committees of the House as follows:

To the Standing Committee on Foreign Affairs and International Trade Foreign Affairs, Votes 1, 5, 10, 15, 20, 25, L30, 40, 45, 50 and 55.

Pursuant to Standing Order 81(4), the Committee proceeded to the consideration of the Main Estimates for 2003-2004: Votes 1, 5, 10, 15, 20, 25, L30, L35, 40, 45, 50 and 55 under Foreign Affairs and International Trade referred to the Committee on Wednesday, February 26, 2003.

The Chair called Vote 1.

The Minister made a statement and with Suzanne Vinet and Leonard Edwards answered questions.

At 5:01 p.m., the Committee adjourned to the call of the Chair.
