MINUTES OF PROCEEDINGS

Meeting No. 18

Thursday, February 27, 2003

The Standing Committee on Agriculture and Agri-Food met at 11:10 a.m. this day, in Room 269, West Block, the Chair, Paul Steckle, presiding.

Members of the Committee present: David L. Anderson, Gérard Binet, Rick Borotsik, Claude Duplain, Marcel Gagnon, Howard Hilstrom, John Maloney, Dick Proctor, Paul Steckle, Rose-Marie Ur.

Acting Member present: Carol Skelton for Gary Breitkreuz.

In attendance: From the Library of Parliament: Jean-Luc Bourdages, analyst; Jean-Denis Fréchette, analyst.

Witnesses From the Parks Canada Agency: Alan Latourelle, Chief Executive Officer; Mike Wong, Executive Director, Ecological Integrity; Dr. Stephen Woodley, Chief Scientist, Ecosystem Sciences, Ecological Integrity Branch. From the University of Saskatchewan: Dr. Gary Wobeser, Professor, Veterinary Pathology. From the Canadian Bison Association: Tom Olson, President; Gavin Conacher, Executive Director; Sean Grant, Chairman, Canadian Bison Marketing Council.

The Chair presented the First Report of the Subcommittee on Agenda and Procedure, which read as follows:

Your Subcommittee recommends that the Committee adopt the following programme:

 

That the Committee invite officials from the Department of Agriculture and Agri-Food, the Department of Foreign Affairs and International Trade and the Dairy Farmers of Ontario on March 18, 2003, concerning the WTO decision on the Canadian dairy export policy.

 

That the Committee invite the Minister of Agriculture and Agri-Food on March 20, 2003, to study the Supplementary Estimates.

 

That the Committee invite the Minister of Agriculture and Agri-Food, the Western Barley Growers Association, the Saskatchewan Association of Rural Municipalities, the Ontario Corn Producers, the “Union des producteurs agricoles” and the Minister of Agriculture of the province of Quebec, to study the Agricultural Policy Framework on the week of March 24, 2003.

 

That the Committee invite witnesses to appear before the Committee on  April 1, 2003, concerning imports of dairy substitutes (sugar/dairy blends).

 

That the Committee invite witnesses to appear before the Committee on April 3, 2003, concerning the labelling of dairy ingredients.

 

That the Committee invite witnesses to appear before the Committee on April 8, 2003, to study the approval of genetically modified wheat ant its effect on Canadian agriculture.

 

That the Committee invite witnesses to appear before the Committee on April 10, 2003, to study country-of-origin labelling.

 

That the Committee invite witnesses to appear before the Committee on April 29, 2003, to study Chronic Wasting Disease, pursuant to Howard Hilstrom’s motion adopted on February 25, 2003.

Pursuant to Standing Order 108(2), the Committee resumed consideration of the occurrence of tuberculosis in the elk and deer herds in Riding Mountain National Park, Manitoba.

Debate arose thereon.

Marcel Gagnon moved, - That the first paragraph of the report be amended by adding after the word “Ontario”, the following: “ and Quebec”.

After debate, the report, as amended, was agreed to.

Alan Latourelle made an opening statement and with the other witnesses, answered questions.

Gary Wobeser made an opening statement and answered questions.

Tom Olson and Gavin Conacher each made opening statements and with the other witness, answered questions.

At 12:53 p.m. the Committee proceeded to sit in camera for the consideration of a draft report.

At 1:08 p.m., the Committee adjourned to the call of the Chair.
