Meeting No. 57

Thursday, March 21, 2002

The Standing Committee on Transport and Government Operations met at 11:00 a.m. this day, in Room 112-N, Centre Block, the Chair, Ovid Jackson, presiding.

Member(s) of the Committee present: Bev Desjarlais, André Harvey, Ovid Jackson, Mario Laframboise, Ghislain Lebel, Marcel Proulx, Alex Shepherd, Paul Szabo.

Acting Member(s) present: Shawn Murphy for Reg Alcock, Guy St-Julien for Gerry Byrne, Gérard Binet for John Cannis.

In attendance: From the Library of Parliament: John Christopher, Research Officer.

Witness(es): From the Royal Canadian Mounted Police: Sgt André Lemaire, Traffic Services.

Pursuant to Standing Order 108(2), the Committee proceeded to the consideration of Truckers Hours of Service, safety concerns and transborder/border crossing issues, and their impact on the Canadian trucking industry.

The witness made a statement and answered questions.

Pursuant to Standing Order 108(2), the Committee proceeded to the consideration of the following motions by Ghislain Lebel, M.P. submitted to the Clerk on Tuesday, March 19, 2002 and Wednesday, March 20, 2002, pursuant to the Forty-eight hours notice motions:

That the Standing Committee on Transport and Government Operations invite the Vice-President of Groupaction Marketing, Roger Desjeans, to appear before the committee to speak to us about the documents produced March 14 and sent to Communication Canada and to the opposition parties.

That the Standing Committee on Transport and Government Operations invite the Director of Corporate Affairs, Diane Donnelly , to appear before the committee to speak to us about the documents produced March 14 and sent to Communication Canada and to the opposition parties and about her sworn statement of March 18.

 

That the Standing Committee on Transport and Government Operations invite the former official of the Department of Public Works and Government Services, Chuck Guité, to appear before it to inform us about the contracts his department awarded to Groupaction Marketing, the content of the report on the study of ways to increase federal government visibility and the content of the report on the production of a list of 1,300 cultural events.

 

That the Standing Committee on Transport and Government Operations invite the former Vice-President, Government Affairs, at Groupaction Marketing, Jean Lambert, to appear before the committee to speak about the report he prepared, which the Minister of Public Works and Government Services gave to the opposition parties on March 14.

And debate arising thereon:

Paul Szabo moved that the four motions of Ghislain Lebel be tabled until the tabling in the House of the Report of the Auditor General on Groupaction Marketing Inc.

The question being put on the motion, it was agreed to on the following recorded division:

YEAS: Shawn Murphy, Guy St-Julien, Gérard Binet, André Harvey, Marcel Proulx, Alex Shepherd, Paul Szabo – 7

NAYS: Mario Laframboise, Ghislain Lebel – 2

The Committee proceeded to the consideration of its future business.

At 12:20 p.m., the Committee adjourned to the call of the Chair.
