Meeting No. 54

Tuesday, May 21, 2002

The Standing Committee on Public Accounts met at 3:48 p.m. this day, in Room 209, West Block, the Chair, John Williams, presiding.

Members of the Committee present: Robert Bertrand, John Bryden, Odina Desrochers, John Finlay, Paul Forseth, Mac Harb, Sophia Leung, Pat Martin, Philip Mayfield, Shawn Murphy, Joe Peschisolido, Beth Phinney, Alex Shepherd and John Williams.

Acting Members present: Val Meredith for Rahim Jaffer; Ghislain Lebel for Gilles A. Perron; Gerald Keddy for Greg Thompson.

Associate Members present: Gerald Keddy and Val Meredith.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: Brian O'Neal and Jean Dupuis, Research Officers.

Witnesses: From the Office of the Auditor General: Douglas Timmins, Assistant Auditor General; Nancy Cheng, Principal; Richard Brisebois, Director. From the Treasury Board of Canada Secretariat: Michelle d'Auray, Chief Information Officer, Chief Information Officer Branch; John Weigelt, Director, IT Security and Public Key Infrastructure Policy, Chief Information Officer Branch; Anne Brennan, Director, Information and Security Policy Division.

Pursuant to Standing Order 108(3)(e), the Committee proceeded to consider Chapter 3 (Information Technology Security) of the April 2002 Report of the Auditor General of Canada.

Pat Martin moved, - That the Public Accounts Committee hold one or more hearings into the Auditor Generals Report on Groupaction Communications sponsorship contracts.

After debate, the queston being put on the motion, it was agreed to.

Ghislain Lebel moved, - That the Standing Committee on Public Accounts examine the report made by the Auditor General to the Minister of Public Works and Government Services on three contracts awarded to the firm Groupaction, and hear from relevant witnesses, in particular Sheila Fraser, Auditor General of Canada; Jean Brault, President of Groupaction; Roger Desjeans, Vice-President for Marketing, Groupaction; Diane Donnelly, Corporate Affairs Director, Groupaction; Charles Guité, former PWGSC official; and Pierre Tremblay, official with the Canadian Food Inspection Agency.

After debate, it was agreed to refer the motion to the Sub-Committee on Agenda and Procedure.

The witnesses made statements and answered questions.

At 5:25 p.m., the Committee adjourned to the call of the Chair.
