Meeting No. 4

Tuesday, February 27, 2001

The Standing Committee on Human Resources Development and the Status of Persons with Disabilities met in a televised session at 11:04 a.m. this day, in Room 253-D, Centre Block, the Chair, Peter Adams, presiding.

Member(s) of the Committee present: Peter Adams, Jeannot Castonguay, Paul Crête, Raymonde Folco, Judi Longfield, Val Meredith, Anita Neville, Carol Skelton, Diane St-Jacques and Alan Tonks.

Acting Member(s) present: Mark Eyking for Joe McGuire, Carolyn Bennett for Tony Ianno and Yvon Godin for Libby Davies.

In attendance: From the Library of Parliament: Julie MacKenzie, Kevin Kerr and Bill Young, Research Officers.

Witness(es): From the Canadian Federation of Independent Business: Catherine Swift, President & Chief Executive Officer; Garth Whyte, Senior Vice-President, National Affairs. From the Canadian Restaurant and Food Services Association: Joyce Reynolds, Senior Director, Government Affairs; Don Webster, Vice-Chair.

Pursuant to its Order of Reference of Tuesday, February 13, 2001, the Committee resumed consideration of Bill C-2, An Act to amend the Employment Insurance Act and the Employment Insurance (Fishing) Regulations (See Minutes of Proceedings, Wednesday, February 21, 2001, Meeting No. 2).

The witnesses made opening statements and answered questions.

The Chair presented the First Report of the Sub-Committee on Agenda and Procedure

FIRST REPORT

Your Steering Committee met on Monday, February 26, 2001 to plan meetings regarding Bill C-2, An Act to amend the Employment Insurance Act and the Employment Insurance (Fishing) Regulations and has agreed to make the following recommendations:

That the Committee proceed to the clause by clause study of Bill C-2, March 21 & 22, 2001 and report the Bill to the House by Friday March 23rd, 2001.

That Committee members prioritize the list of witnesses they have submitted.

That the Committee hear on February 28th, Mr. Fred McMahon, Fraser Institute, Mr. Rick Audas, University of New Brunswick, Mr. Pierre Fortin, University of Quebec in Montreal, Mr. Marc Van Audenrode, University of Laval and possibly Alice Nakamura, University of Laval and hear on March 1st, Mr. Gilles Taillon, Conseil du Patronat, Ken Georgetti and Nancy Riche, Canadian Labour Congress, Nicole Cousineau, Confédération des syndicats nationaux and Jason Myers, Canadian Manufacturers & Exporters.

That witnesses would be requested to make a five minutes opening statement; that they be encouraged to produce a written brief and, to permit translation that their brief be submitted at the latest Friday, March 16th, 2001.

On motion of Diane St-Jacques the First Report of the Sub-Committee on Agenda and Procedure was adopted.

On motion of Judy Longfield it was agreed, -- That witnesses on Bill C-2 represent different regions and interest groups.

At 12:58 p.m., the Committee adjourned to the call of the Chair.
