MINUTES OF PROCEEDINGS

Meeting No. 45

Wednesday, March 20, 2002

The Standing Committee on Canadian Heritage met in camera at 3:40 p.m. this day, in Room 536, Wellington Building, the Chair, Clifford Lincoln, presiding.

Members of the Committee present: Jim Abbott, Sarmite Bulte, Rodger Cuzner, Claude Duplain, Christiane Gagnon, Roger Gallaway, John Harvard, Betty Hinton, Wendy Lill, Clifford Lincoln, Dennis Mills and Tony Tirabassi.

In attendance: From the Library of Parliament: Alan Cofman, intern; Terrence Thomas, research officer; Consultant: David Black.

Pursuant to Standing Order 108(2), the Committee proceeded to a discussion of future business.

It was moved, - That the Standing Committee on Canadian Heritage hold a meeting to investigate the issue of pay equity and the rules governing bonuses and pay supplements not covered by the collective agreement (discretionary payroll) at the French arm of the CBC, by summoning to appear before it representatives of the senior management of Radio-Canada, representatives of the Syndicat des Communications de Radio-Canada, and any other witnesses involved in this issue, as soon as possible.

After debate, the question being put on the motion, it was negatived by a show of hands.

It was agreed, - That witnesses be heard on Bill S-7, an Act to amend the Broadcasting Act, on Wednesday, April 10, 2002, and that clause-by-clause consideration of the Bill be held on Wednesday, April 17, 2002.

It was agreed, - That Murray Calder, M.P. be invited to appear as a witness on Bill S-22, an Act to provide for the recognition of the Canadian Horse as the national horse of Canada, on Wednesday, April 10, 2002 and that the Committee proceed to clause-by-clause consideration of the Bill that day.

At 5:10 p.m., the Committee adjourned to the call of the Chair.
