MINUTES OF PROCEEDINGS

Meeting No. 36

Tuesday, February 19, 2002

The Standing Committee on Canadian Heritage met in a televised session at 9:08 a.m. this day, in Room 237-C, Centre Block, the Chair, Clifford Lincoln, presiding.

Members of the Committee present: Jim Abbott, Sarmite Bulte, Rodger Cuzner, Claude Duplain, Christiane Gagnon, Roger Gallaway, John Harvard, Betty Hinton, Wendy Lill, Clifford Lincoln, Grant McNally, Dennis Mills and Tony Tirabassi.

In attendance: From the Library of Parliament: Joseph Jackson, Terrence Thomas, Research Officers; Consultant: David Black.

Witnesses: From the Canadian Cable Television Association: Janet Yale, President and Chief Executive Officer. From the Rogers Communications Inc.: Dean MacDonald, Senior Vice President. From the Shaw Communications Inc.: Ken Stein, Senior Vice-President, Corporate and Regulatory Affairs. From the COGECO Inc.: Yves Mayrand, Vice-President, Legal Affairs and Secretary. From the WestMan Communications Group: Dave Baxter, President.

Pursuant to Standing Order 108(2), the Committee resumed its study on the State of the Canadian Broadcasting System.  (See Minutes of Proceeding, dated Thursday, November 8, 2001, Meeting No. 26).

The witnesses made statements and answered questions.

At 11:32 a.m., the sitting was suspended.

At 11:37 a.m., the Committee proceeded to sit in camera.

It was agreed, - That Bill S-7, an Act to amend the Broadcasting Act, be taken up by the Committee on Thursday, February 21, 2002, that John Harvard, M.P. appear as a witness, the meeting to be chaired by Dennis Mills, Vice-Chair.

ORDERED, - That the research team prepare a proposal for a panel on media convergence and diversity of voice in the context of the Study on the State of the Canadian Broadcasting System and the terms of reference.

At 12:07 p.m., the Committee adjourned to the call of the Chair.
