MINUTES OF PROCEEDINGS

Meeting No. 33

Thursday, December 6, 2001

The Standing Committee on Canadian Heritage met in camera at 9:17 a.m. this day, in Room 209, West Block, the Chair, Clifford Lincoln, presiding.

Members of the Committee present: Jim Abbott, Sarmite Bulte, Claude Duplain, Christiane Gagnon, John Harvard, Wendy Lill, Clifford Lincoln and Tony Tirabassi.

Acting Member present: Mac Harb for Paul Bonwick.

In attendance: From the Library of Parliament: Joseph Jackson and Terrence Thomas, Research Officers; David Black, Consultant.  From the Committees Directorate of the House of Commons: Mike MacPherson, Committee Clerk.

In accordance with its mandate under Standing Order 108(2), the Committee proceeded to a discussion of future business.

It was agreed, - That the Committee meet on Tuesday, January 29, 2002 to reassess the direction of its study on the state of the Canadian Broadcasting System.

ORDERED, - That the research team prepare a revised workplan, linked to the Terms of Reference for the broadcasting study and indicating progress to date, to be distributed to Committee members no later than January 18, 2002.

It was agreed, - That the Committee engage the services of a temporary administrative assistant for 23 weeks from January – June 2002 for 28 hours per week at an hourly rate of $21.91, for a total of $14,110.00.

It was agreed, - That the Chair forward to the CRTC a copy of all correspondence received on the subject of CTV’s cutbacks to regional programming in Northern Ontario.

It was agreed, - That the Committee retain the professional services of Professors Marc Raboy and David Taras, selected by the Committee from 27 applicants, to consult and advise in the management of the study on the State of the Canadian Broadcasting System under the aegis and direction of the Committee, and

- That Professors Raboy and Taras be compensated for their services by the Department of Canadian Heritage, at a rate of up to $900.00 a day for an average of 5 days per month to the end of the fiscal year, March 31, 2002, and for travel required to and from Ottawa and for accommodation in Ottawa, and

- That Professors Raboy and Taras accompany the Committee on any travel undertaken for the study, related costs to be met by the Department of Canadian Heritage, and

- That the total expenditure not exceed $75,200.00.

At 10:17 a.m., the Committee adjourned to the call of the Chair.
