MINUTES OF PROCEEDINGS

Meeting No. 2

Tuesday, February 27, 2001

The Standing Committee on Health met at 11:07 a.m. this day, in Room 269, West Block, the Chair, Bonnie Brown, presiding.

Member(s) of the Committee present: Diane Ablonczy, André Bachand, Raymond Bonin, Bonnie Brown, Yvon Charbonneau, Stan Dromisky, James Lunney, Réal Ménard, Rob Merrifield, Stephen Owen, Carolyn Parrish, Judy Sgro.

Acting Member(s) present: Steve Mahoney for Jeannot Castonguay, Andy Savoy for Hélène Scherrer

In Attendance: From the Library of Parliament: Nancy Miller-Chenier and Sonya Norris, Research Officers.

Pursuant to Standing Order 108(1), the Committee proceeded to the consideration of matters relating to the future business of the Committee.

On motion of Stan Dromisky, it was agreed, -- That the Committee retain the services of one or more Research Officer(s) from the Library of Parliament, as needed, to assist the Committee in its work, at the discretion of the Chair.

On motion of Andy Savoy, it was agreed, -- That, as established by the Board of Internal Economy and if requested, reasonable travelling, accommodation and living expenses be reimbursed to witnesses invited to appear before the Committee, up to a maximum of two (2) representatives for any one organization.

And

That payment for more than two (2) representatives in exceptional circumstances be at the discretion of the Chair.

On motion of Judy Sgro, it was agreed, -- That the Chair be authorized to hold meetings in order to receive evidence from witnesses when a quorum is not present, provided that three members be present and provided that at least one member of the opposition be present with the provision that, in the absence of either government or opposition members, the Chair be authorized to call the meeting to order no sooner than 15 minutes after the time indicated on the notice as long as three members are present.

On motion of Réal Ménard, it was agreed, -- That the Committee authorize the Chair, in consultation with the Clerk, to make the necessary arrangements to provide working meals, from time to time, and that the cost of these meals be charged to the Committee’s budget.

On motion of Réal Ménard, it was agreed, -- That the Clerk circulate to all Members of the Committee Order-in-Council appointments referred to the Standing Committee on Health.

On motion of André Bachand, it was agreed, -- That the Clerk of the Committee be authorized to distribute documents received from the public only once they have been translated into both official languages.

On motion of Judy Sgro, it was agreed, -- That one transcript of all Committee meetings held in camera be produced to be kept in the Committee Clerk’s office for consultation.

On motion of Raymond Bonin, it was agreed, -- That unless there is unanimous consent, forty-eight (48) hours written notice must be given to the members of the Committee before any new item of business is considered by the Committee; provided that a notice given during a regular meeting be deemed to fall within the 48 hours. Notice given on a Friday shall be deemed to have been given the following Monday.

On motion of Raymond Bonin, seconded by Réal Ménard, it was agreed, -- That Departmental Officials of Health Canada be invited to appear before the Committee on Tuesday, March 13, 2001 to provide the Committee with a general overview of the mandate and activities of the department, and to respond to questions submitted in writing to the Clerk of the Committee on or before Friday, March 2, 2001.

At 11:45 a.m., the Committee adjourned to the call of the Chair.
